DANE COUNTY
LANNIN t .V L P ENT
Room 116, City-County Building, Madison, Wisconsin 53703
Fax (608) 267-1540
Planning
(608)266-4251, Rm. 116
March 12, 2014
Records & Support
RE: Notice of Dane County Zoning & Land Regulation (ZLR) Committee (608)266-4251, Pm. 116
public meeting Tuesday, March 25, 2014 Zoning
(608)266-4266, Rm. 116
Dear Property Owner.
You are receiving this meeting notice because you live in close proximity to a dormant or abandoned
nonconforming (a/k/a "grandfathered") mineral extraction site. Please see the attached map. Under the
current zoning code, mining activity can commence at these sites without first undergoing a public review and
approval procedure.
The Dane County Board of Supervisors is considering a change to the zoning ordinance that will remove this
exemption that applies to dormant or abandoned nonconforming mineral extraction sites. Ordinance
Amendment #26, 2013-14, would remove language concerning inactive mineral extraction sites in section
10.21(1)(d) of the code. The language that will be deleted is as follows:
(d) Mineral extraction sites that were registered as nonconforming sites as provided by this ordinance
shall not be considered abandoned or discontinued if the site is inactive for more than one year.
The property shown on the attached map is one of approximately 40 such dormant or abandoned registered
nonconforming mineral extraction sites in 'Dane County. It appears the site is either depleted, dormant,
abandoned, or reclaimed.
If the ordinance is adopted, any future mineral extraction activity at these sites will need to obtain a
Conditional Use Permit prior to commencing operations. Conditional use permits applications are subject to a
public hearing process and town board and county zoning committee review and approval. Conditional uses
must satisfy certain standards listed in the ordinance and can be subject to conditions designed to mitigate
impacts associated with the use. Additional information on the proposed ordinance change is available on the
county website here: https://www.countvofdane.com/i)landev/zoning/news.aspx.
If you're unable to attend the meeting, but wish to share your opinions, you can contact ZLR Committee
members by visiting: https://www.countyofdane.com/committees/standing.asp?CommNum=138
Please also note that the ordinance amendment is subject to review and approval / denial by Dane County
towns. You may wish to contact your town board officials to share your thoughts and opinions regarding the
proposed change to the ordinance. You can find contact information for your town in the official Dane County
directory available here: https://www.countvofdane.com/clerk/directory.aspx
Additional information is enclosed for your reference. If you have any questions or concerns regarding this
ordinance change you are encouraged to attend the public meeting on March 25th. You can also contact
county staff at 267-2536 or by email at allanCcD-countyofdane.com.
