Patrick, who has an interest in lands that are the <br />subject of this letter. You wrote a letter to Mr. Patrick dated August 11, 1999 in <br />response to Mr. Patrick's letter to you of August 6, 1999 (copies of these letters are <br />enclosed). We believe that Mr. Patrick's letter did not fully explain the background <br />of this matter. Hence, this letter. <br />Attached is a map that shows three circled parcels. One of them is denoted <br />"38670"; the second is denoted "38702"; and the third is denoted as "38722." <br />Parcel 38702 was acquired by Mr. Patrick in 1987 or 1988. Parcel 38702 is <br />Lot 1 of CSM 5371. <br />Parcel 38670, which consists of approximately one and one-half acres, was <br />purchased in 1992 by Mr. Patrick for cash. Parcels 38670, 38590, and 38580 were <br />all owned by the same party and it is my understanding that they were divided and <br />conveyed to three adjoining lot owners. Parcel 38590 was conveyed to the same <br />party that owned parcel 38600; parcel 38580 was conveyed to the same person who <br />owned parcel 38550, and parcel 38670 was conveyed to the party that owned parcel <br />38702. Since parcel 38702, being a lot of a certified survey map, was a "legal" <br />parcel, the conveyance of parcel 38670 to Mr. Patrick was not subject to Chapter 75 <br />of the Dane County Ordinances, since section 75.14 provides that Chapter 75 does <br />not apply to the sale of land between owners of adjoining property. <br />Finally, parcel 38722 was bought by Mr. Patrick in about 1993 on a land <br />contract. Again, because this parcel adjoins parcel 38702, which by anyone's <br />definition is a "legal lot," this transaction also should be viewed as exempt from <br />Chapter 75. <br />22 East Mifflin Street Suite 600 P.O.
