operation. This request is for an area covering 19 acres for a period of 10 years. Analysis Surrounding Area Characteristics: The remainder of the Norslien parcel (west of CUP) is zoned C- 2. The surrounding area also includes agricultural land, and scattered residential and commercial land uses. Operational Plans: The applicant provided the following description of the operation: "The quarry will be used to produce aggregate products for various purposes, including but not limited to, construction of buildings and roads, agricultural uses, and DOT projects". The operation will involve removing topsoil and overburden, drilling and blasting, crushing, stockpiling of crushed rock, and loading and hauling. Notification of blasting will be given prior to blasting to all surrounding neighbors who wish to be notified. Frequency of drilling, blasting and crushing is expected to be from 4 to 6 times per year. Hours of operation will be will from 6:00 a.m. to 6:00 p.m. Monday through Friday, and 6:00 a.m. to 2:00 p.m. on Saturday. Town of Vermont Comprehensive Plan: The subject property is located in the "Rural Preservation Area" of the town land use map. Compliance with County Ordinances: Mineral extraction operations must meet requirements found in Chapters 10, 14 and 74 of the Dane County Code of Ordinances. The applicant has submitted an erosion control plan/storm water management plan as required by Chapter 14, and a reclamation plan as required by Chapter 74, of the Dane County Code of Ordinances (DCCO). Section 10.12(3)(a) Conditional uses permitted in the A-l Agriculture District lists "Mineral extraction operations, asphalt plants, ready mix concrete plants". Chapter 1 0 provides six standards for granting a CUP in Section lO.255(2)(h) of the zoning ordinance. They are as follows: 1. That the establishment, maintenance, or operation of the conditional use will not be detrimental to or endanger the public health, safety, comfort or welfare. 2. That the uses, values and enjoyment of other property in the neighborhood for purposes already permitted shall be in no foreseeable manner substantially impaired or diminished by establishment, maintenance or operation of the conditional use. 3. That the establishment of the conditional use will not impede the normal and orderly development and improvement of the surrounding property for uses permitted in the district. 4. That adequate utilities, access roads, drainage and other necessary site improvements have been or are being made. 5. That adequate measures have been or will be being taken to provide ingress and egress so designed as to minimize traffic congestion in the public streets; and 6.
