Staff response: The Town of Madison Park Committee has decided to take fees in lieu
of land for the development of the Novation Campus. The fees will be used to improve
deteriorating structures in existing parks in the neighborhood. The Southdale
Neighborhood Plan states that there is existing park space in the neighborhood to meet
national standards. Although the current 7 -acre garden space is on land owned by
Alexander Company, the land is located in the City of Fitchburg and is not part of the
rezoning petition. Other possible alternatives are for the neighborhood to purchase the
Fitchburg site or Dane County to allocate community garden space at the "old Badger
School Storage Facility site".

8. SUSTAINABILlTY/GREEN BUILDING
1. that the redevelopment and build-out incorporate principles of sustainability and "green
building"
2. green roofs, demphasis of automobile-based planning, LEED certification, energy-
efficiency, etc

Staff response: Although these are both good ideas, Dane County does not currently
have ordinances in place explicitly requiring efficient building practices, other than those
mandated by the State Department of Commerce. The Alexander Company is already
required to meet State standards for energy efficiency for all new buildings under Comm
63, Wisconsin Commercial Building Code.

9. NEIGHBORHOOD PLANNING GRANTS

1. set aside funding and fees for neighborhood planning initiatives and SRNA

Staff response: The Town of Madison has been working with JJR and the City of
Fitchburg to create the Southdale Neighborhood Plan. The plan is in its final draft form.
The plan has been paid for by the Alexander Company as part of the development
agreement. The association will need to work with the Town of Madison and the "Task
Force" to establish funds for neighborhood activities.
