recommendations for affordable housing within the neighborhood that are outlined in the
proposed draft Southdale Neighborhood Plan.

5. COMMUNITY COMMERCIAL/SERVICES
1. that space be set aside for locally-owned small business incubator, including
neighborhood retail such as dry cleaners, restauranUcafe, and grocery.
2. that space be set aside for affordable rentals for non-profit service providers such as
Joining Forces For Families, the Family Resource Center, the SRNA, and community
organizations.

Staff response: The primary purpose of the rezone petition is to change the zoning of
the area away from "heavy commercial uses" to zoning districts that allow less intensive
land uses such as small retail businesses, restaurants, and groceries. The actual
petition on its own merits will promote this activity within the neighborhood. The
Alexander Company has set aside space for a "farmers market" which currently is
active.

6. COMMUNITY CENTER
1. that space be set aside for development of a community center, with community input
and participation

Staff response: The Southdale Neighborhood plan has identified five potential spots to
locate a single community center within the neighborhood; none of these spots is within
the proposed rezoning area. The proposed "Task Force" will need to hold meetings and
work with the Town of Madison to identify a future location for the community center.

7. ENVIRONMENTAL/AGRICULTURAL
1. that space in the redevelopment be set aside for additional public spaces, including park
and outdoor community gathering spaces, with an emphasis on preservation of woodland
and hardwood habitat
2. that the current urban agriculture/community garden space (Drumlin Community Garden
& Farm) be preserved and given long-term tenure, either through sale or lease of land
