<br />INTRODUCTION <br /> <br />The Southdale Neighborhood is a mixed use <br />neighborhood, centrally located in the Greater ~Iadison <br />region and adjacent to major regional roadways. <br /> <br />Its historic development patterns has resulted in an <br />unplanned and disorganized mix of rural residential, single <br />family and multi-family housing, retail, office, rail line, and <br />landfills. Infrastructure has been created in a piecemeal <br />fashion, leaving gaps. The disparate uses, a lower than <br />average home ownership rate and isolation resulting from <br />poor transportation connectivity challenge the vitality of <br />the neighborhood. Careful consideration and planning <br />is required to build on and sustain redevelopment efforts <br />underway within the neighborhood. <br /> <br />The Southdale Neighborhood Plan offers a vision <br />for neighborhood improvements that seek to create a <br />synergistic relationship between uses. This plan offers <br />recommendations that will enhance the area in the <br />near-term and guide future long-term redevelopment <br />initiatives through infrastructure and community facility <br />improvements. <br /> <br />The neighborhood vision is: <br /> <br />"The Southdale Neighborhood is an attractive and <br />sustainable community. Residential, office and retail <br />uses are balanced, each supporting the other. Residents, <br />employ'ees and visitors have easy access to animated and <br />extensive open spaces. The safe neighborhood is sought <br />out by a diverse set of residents, with a variety of housing <br />opportunities for many income levels. The neighborhood <br />is well-connected to the region through streets, bicycle <br />facilities, transit service and safe pedestrian crossings. As <br />a gateway into the City of Fitchburg, the neighborhood <br />demonstrates a high quality of design." <br /> <br />PURPOSE OF THE PLAN <br /> <br />The Southdale Neighborhood Plan offers guidance for <br />appropriate and necessary improvements regarding the <br />types of development, densities, economic development, <br />transportation systems, open spaces and community <br />facilities and other services. <br /> <br />The plan is a guide for the Town of Madison, the City of <br />Fitchburg, private landowners, developers and non-profit <br />service agencies in fostering development of a well- <br />planned neighborhood that serves the needs of residents <br />and businesses and preserves and enhances neighborhood <br /> <br />_ JULY 2008 <br /> <br /> <br />Metro Transit Service on Pheasant Ridge Trail <br /> <br /> <br />Pedestrian Crossing the Belt/ine Highway <br /> <br /> <br />Ski Lane has Bicycle Lanes but no Sidewalks <br /> <br />II- <br />
