<br />by the Town of Madison, City of Fitchburg and Dane <br />County. <br /> <br />By taking the approach of deHning a long-term vision and <br />recommending near-term enhancements for the Southdale <br />Neighborhood, the plan seeks to: <br /> <br />Meet the current needs of the current residents, <br />Guide likely near-term development and <br />redevelopment initiatives so that they contribute <br />to the long-term vision of the neighborhood, and <br />Be efficient with limited public funds, particularly <br />ensuring that near-term improvements do not <br />need to be removed or modified substantially to <br />make way for long-term improvements. <br /> <br />PLAN PREPARATION PROCESS <br /> <br />The planning process began in January 2007. It included <br />a series of neighborhood meetings, property owner and <br />other stakeholder interviews, review of existing plans and <br />previous studies affecting the neighborhood, City and <br />Town staff meetings and analysis of the existing conditions <br />and potential opportunities. <br /> <br />The plan developed through a series of six neighborhood <br />meetings. <br />· January 29, 2007: The objective of the first <br />neighborhood meeting was to introduce the idea <br />of neighborhood planning, explain the need for <br />neighborhood plans, and review opportunities <br />for the area. Participants identified major <br />neighborhood concerns. <br />· February 26,2007: At the second meeting, JJR <br />presented a variety of alternatives ranging from <br />minimal impact to existing neighborhood fabric <br />to a more holistic approach and long-term vision <br />for what the area could eventually become. <br />Participants indicated the most and least desirable <br />portions of each alternative. <br />April 16, 2007: At the third neighborhood <br />meeting, JJ R presented a draft plan which had <br />been distilled from comments, concerns and <br />suggestions from the previous two meetings. A <br />long-term perspective on how the neighborhood <br />could grow and change over the upcoming <br />decades was identified. A near-term plan outlined <br />potential improvements that could occur over <br />the next five years. Participants recommended <br />changes to the long and near-term plans. <br />· September 10,2007: At the fourth neighborhood <br />meeting, residents discussed the plan's draft <br /> <br />recommendations within small group discussions, <br />divided by general topics. Residents suggested <br />changes to the neighborhood plan. <br />February 25, 2008: At the fifth neighborhood <br />meeting, participants discussed in further <br />detail the remaining unresolved neighborhood <br />recommendfltions - transportation, affordable <br />housing, nature and location of the community <br />center and nature and location of the community <br />gardens. <br />August 12,2008 (UPDATE DATE): JJR will <br />present the revised Southdale Neighborhood <br />Plan, illustrate how public input to date has been <br />incorporated and answer questions and address <br />concerns. <br /> <br />Nearly all neighborhood meetings were advertised <br />throughout the neighborhood with English/Spanish Ayers <br />and invitations mailed to neighborhood residents. A <br />Spanish interpreter was available at each neighborhood <br />meeting. <br /> <br />Throughout the process, JJR interviewed critical <br />neighborhood stakeholders, coordinated with Town <br />of Madison and City of Fitchburg staff and made <br />informational presentations to the City of Fitchburg Plan <br />Commission.
