The number of employees needed to support <br />a station is also dependent on the number of residents, the <br />chosen technology and other factors. 'WTithin a quarter- <br />mile to half-mile walking distance, employment density <br />should average 50 jobs per acre. <br /> <br />TOO DISTRICT CHARACTER <br />Architecture and development patterns can provide the <br />framework for a successful transit- and pedestrian-oriented <br />neighborhood. The TOO area should include widened <br />sidewalks, pedestrian-scaled street lighting and landscape <br />treatments. <br /> <br />Reduced building front and side setbacks, buildings <br />oriented to the sidewalk and open spaces will help <br />provide a sense of enclosure and eyes on the streets and <br />open areas such as Southdale Park. Building stepbacks <br />are encouraged for structures over three stories to <br />allow for greater building heights and densities without <br />compromising pedestrian friendliness. <br /> <br />Public and private open spaces such as plazas and squares <br />provide necessary rest and open space. Plazas and <br />squares offer opportunities for outdoor dining, as well as <br />community events, such as concerts, produce markets and <br />outdoor gatherings. <br /> <br />Successful TaOs require sufficient vehicular parking, but <br />visible parking detracts from the pedestrian environment. <br />Parking within the TOO should be accommodated <br />through on-street parking, underground parking, and <br />parking garages.
