<br />CONNECTIONS AND ACCESS POINTS <br />New and improved intersections and additional street <br />connections are important to improving the existing <br />neighborhood and promoting redevelopment and <br />intill initiatives such as the Novation Campus. The <br />recommended improvements will be achieved through <br />a combination of private and public investments. The <br />description of these improvements reference this summary <br />map. <br /> <br />New Access <br />Three new intersections are proposed. These new <br />intersections are planned to accommodate development <br />of the Novation Campus and increase local street <br />connectivity. These new access points were evaluated and <br />justified as part of the required Traffic Impact Analysis <br />prepared for the Novation Campus. <br /> <br />· Intersection A: The current "T" intersection of <br />Moorland Road with Rimrock Road should be <br />extended into the area planned for expansion of <br />the Novation Campus creating a conventional <br />tour-way signalized intersection. This new <br />intersection will serve as the primary gateway into <br />the N ovation Campus and allow for the extension <br />of a new commercial collector road that will end at <br />an intersection with Ski Lane. Novation Campus <br />development plans indicate that the existing <br />convenience store and gas pumps at this location <br />will be relocated to make this extension possible. <br />Intersection B: This new intersection is <br />planned to accommodate better access and <br />traffic distribution for the Novation Campus <br />development and will be signalized. <br />Intersection C: This new intersection is planned <br />to help reduce demand on Rimrock Road by <br />providing another access point to areas planned <br />for expansion of the Novation Campus. <br /> <br />Additional Street Connections <br />As previously described, the existing street network is <br />highly fragmented, isolating neighborhood residents. This <br />plan includes three recommendations for increasing local <br />street network connectivity. <br /> <br />Ski Lane/ Oregon Road Connection: \X-'isDOT <br />plans to eliminate the current slip ramp entering <br />USH 14 from Oregon Road to improve safety. <br />During the removal of the Oregon Road ramp, <br />the roadway should be realigned to Row onto Ski <br />Lane. Realignment and connection will allow for <br />extension of the recommended Oregon Road <br /> <br />. <br /> <br />bicycle lanes along Ski Lane. <br />Lake George/Deer Valley Connection: As noted, <br />Pheasant Ridge/Deer Valley residents now cut- <br />through private property to access retail uses on <br />Rimrock Road. Lake George Road should be <br />extended to connect with Pheasant Ridge Trail <br />Road to improve access for local residents to <br />Rimrock Road and to employment and retail <br />services planned within the Novation Campus. <br />This connection will improve access for residents <br />and emergency service providers. (See Improved <br />Intersections regarding changes to the Deer <br />Valley /Pheasant Ridge intersection.) <br />Beltline Overpass: As improvements are made <br />to the Beltline and the USH 14/lJSH 12/USH <br />18 interchange, WisDOT should evaluate a local <br />street connection near the location of the current <br />Beltline pedestrian overpass. This connection <br />would help to eliminate use of the Beltline for <br />local trips (improving regional travel) and help <br />improve access into and out of the neighborhood. <br />USH 14 Overpass: After the elimination of <br />the USH 14/0regon Road slip lane, and when <br />improvements are made to USH 14 and the USH <br />14/USH 12/USH 18 interchange, WisDOT <br />should evaluate a local street connection <br />between Rolfsmeyer Road and Ski Lane/Oregon <br />Road. The location and any environmental <br />impact of this local road connection needs <br />more study. This local road connection would <br />provide neighborhood residents multi-modal <br />access to Fish Hatchery Road without use of the <br />Beltline. Care should be taken to ensure that this <br />connection does not create high volume or high <br />speed vehicular neighborhood cut-through. <br /> <br />. <br /> <br />. <br /> <br />Improved Intersections <br />Intersection improvements are recommended to improve <br />traffic Rowand increase pedestrian and bicyclist safety. <br /> <br />. <br /> <br />Pheasant Ridge Trail/Deer Valley Road <br />(Intersection D): It is recommended that this <br />intersection be modified to improve pedestrian <br />safety and moderate traffic speeds through the <br />residential area. The southbound and eastbound <br />right turn radius should be reconstructed to <br />require a slow right turn. In addition, if Lake <br />George Road is extended to connect at the current <br />intersection of Deer Valley Road, a conventional <br />four-way intersection should be created. <br />Intersection traffic calming measures, such as a <br />roundabout and weight limits, should be included <br />to limit the use of this route by semi truck traffic. <br /> <br />_ JULY 2008 <br /> <br />1m- <br />
