Wakamda Kcyrod L <br /> State of Wisconsin <br /> CORRESPONDENCE/MEMORANDUM <br /> DATE: November 10, 1989 FILE REF: 8670 <br /> TO: Joe Sokal - DOA/8 <br /> FROM: David Morehouse - PM/4 701 <br /> SUBJECT: Request for an Addition to the Wakanda Building <br /> The intent of this memo is to document the need for an addition to the <br /> existing Wakanda Building that was requested by Reuel Rettig, in his memo of <br /> September 29, 1989. It may be helpful to review this project and its space <br /> needs as they relate to the space available in the existing structure. <br /> The original space needs of the Bureau of Research were generated in August, <br /> 1986. The numbers that were compiled at that time were predicated on the <br /> construction of a new facility to house all DNR laboratory and research <br /> facilities in the Madison area. This concept proved to be cost prohibitive <br /> with an estimated construction cost in excess of $4.4 million. The original <br /> space request by research was for over 12,000 ASF which was a combination of <br /> office, laboratory/support, library and miscellaneous space (copy room, map <br /> room, reception/clerical etc) . The space request was intended to define the <br /> approximate amount of space that might be needed in a new facility and was <br /> viewed as a preliminary estimate. This original request has subsequently been <br /> refined to include 9,700 ASF that is necessary to adequately support the <br /> mission of the Bureau of Research. <br /> A search was initiated for existing facilities that might satisfy the needs of <br /> research after it became apparent that the Department would not support a new <br /> $4.4 million facility. The Wakanda Building was a candidate for this use and <br /> 46 a feasibility study was conducted by Architects and Engineers, Inc. The study <br /> was completed in June, 1988. A & E acknowledged in the preface of the report <br /> that they were to attempt to accommodate 12,000 ASF of need in a 9,680 GSF <br /> Building. DNR very reluctantly agreed to consider "shoe horning" the 30 staff <br /> members into the available space if it proved to be even remotely possible. <br /> A & E recognized early on that it was impossible to satisfy even a drastically <br /> reduced space allocation in the existing structure and consequently <br /> recommended that a 1,250 GSF addition be added to the building. This action <br /> would have resulted in a 7,897 ASF/10,922 GSF structure to accommodate a real <br /> need of 9,700 ASF/13,000 GSF. The study then became the basis of the request <br /> submitted in the 89/91 capital budget. <br /> DOA staff analysis of the project request recognized and agreed that Wakanda <br /> was the best existing facility that might meet the needs of research but <br /> denied the request for an addition. DOA's rationale was that the bureau was <br /> presently housed in 7,169 ASF and should be able to fit into the 7,239 ASF <br /> available at Wakanda without an addition. An important factor that wasn't <br /> considered was the inadequacy of the space currently occupied by research or <br /> the original space request for 12,000 ASF. <br />
