• <br /> MADISON AREA OFFICE AND RESEARCH FACILITY <br /> DEPARTMENT OF NATURAL RESOURCES $800,000 <br /> SEGREGATED FUND SUPPORTED BORROWING $400,000 <br /> GENERAL FUND SUPPORTED BORROWING $400,000 <br /> SOUTHERN DISTRICT HGTRS 1989-91 <br /> PROJECT REQUEST: <br /> Remodel and construct an office addition to the Southern District <br /> Headquarters; relocate the Area Office staff from leased space to <br /> this facility; and remodel and construct an addition to Camp <br /> Wakanda to house the Bureau of Research staff which is presently <br /> split between the Southern District Office, Nevin Hatchery and the <br /> State Education Building (GEF 3) . <br /> RECEMMENDATI ON: <br /> Approve the request at a total project budget of $600,000 <br /> ($300,000 of General Fund Supported Borrowing and $300,000 of <br /> Segregated Fund Supported Borrowing) . This project would remodel <br /> space to allow DNR to consolidate the district and area staff at <br /> the Southern District Headquarters Building, improve public <br /> service, reduce confusion for clients seeking service and increase <br /> efficiency. The project would also remodel the Camp Wakanda <br /> building to house the Bureau of Research staff. <br /> ANALYSIS OF NEED: <br /> The Southern District Office staff is located at 3911 Fish Hatchery <br /> Road, Fitchburg. The building was constructed in 1980 for both the <br /> district and area staffs. The building contains 14,286 net square feet <br /> (NSF) and houses approximately 100 staff. At peak times of the year, an <br /> additional 30 LTE's also work out of this building. Only half of those <br /> employes, however, need workstations. The District Office provides <br /> supervisory support to the Area Office staff. Typically, the <br /> centralized district functions are technical in nature and can be <br /> performed more efficiently by a few people at the District Office rather <br /> than by personnel located at each area office. <br /> The Madison Area Office staff has been located in leased space at 3070 <br /> Fish Hatchery Road since 1985. The Area Office leases 3,250 square feet <br /> at $11.95 per square foot plus services which is estimated at $2.00 per <br /> square foot, for a total occupancy cost of $45,337.50 per year. The <br /> lease expires August 31, 1990. The Area Office staff was previously <br /> located in the District Office but was moved to leased space due to <br /> 379 <br />
