C. Examples of rezoning from A-1 Exclusive and other relevant rezonings in area:
1. #4721 5/3/90 Harold Bewick A-1 (Excl.) to R-3a
2. #636 12/29/87 Dane County Public Works. A-1 (Excl.) to conditional
use for government use--compost pile (Just north of site. Similar to
landfill, but government use avoided conditional use restriction.)
3. In Town of Dunn #2272 6/15/79 Harold Zuercher. A-1 (Excl.) to R-1.
4. In Town of Dunn #4495 8/16/89 Fred Uphoff A-1 (Excl.) to R-la.
5. In City of Madison 6/11/80 Madison Metropolitan Sewer District for
sludge drying pit northwest of site (just east of mobile home park).
Again, a governmental conditional use.
6. One other of not note: #322, 6/28/83. Town of Blooming Grove.
Conditional use permit for landfill operation--governmental use (Rodefelt
site).
D. Conclusion: A-1 (Excl.) zoning in Blooming Grove has no special desired land
use implications, is simply a tax credit opportunity and acts as a holding zone.
Thus whether request to rezone to A-2 with conditional use permit is appropriate
depends upon character of urban development in the area and compatibility of
nearby land uses, city and county plans, and impacts on surrounding environment.
(We examine visual, noise, and traffic impacts but not qualified to comment on
engineering, or other environmental aspects of proposed use).
II. Compatibility of the Proposed Landfill Use with the Character of Urban Development
Patterns in the Area and Nearby Land Uses
A. Influence of MMSD sewage treatment plant on character of development in areas.
1. Has dominated character of growth in area since built, reinforced by
sector theory of urban growth.
2. Creates ongoing odor problems; as a result MMSD acquiring land to act
as a buffer.
3. Other related uses nearby:
• Sludge drying pit, approved 1980, to south of
plant
• Fertilizer plant to east of plant
• Compost pile to southeast of plant (just north
of Libby site)
4. Little residential growth in sector caused by character of area and primary
access through plant zone. Exceptions:
• Mobile home park next to plant.
• Small rural Meadowview subdivision at Meadowview and Larsen
Roads, 1 mile to west of site.
• On west shore of Lake Waubesa on Waucheeta and Waubesa
2
