Roads, attracted by Lake amenity. <br /> 5. Will continue to be slow in development (reinforced by Madison and Dane <br /> County policies not encouraging growth). That which will occur in the <br /> next 10-20 years will be primarily low-density industrial similar to that <br /> already there. Landfill operation is compatible with such uses. <br /> 6. Little potential for additional residential growth. Most is to west toward <br /> Fitchburg. <br /> B. Other Major Land Use Theme: Nine Springs Creek and Nine Springs E-Way, <br /> Lake Farm Park, and Lake Waubesa to the east, including natural areas along <br /> creek and slopes to lake. <br /> 1. Compatibility with permanent open space areas to be considered in <br /> conjunction with City and County Plans <br /> 2. Not entire sector affected by natural areas, much is typical agricultural <br /> table land (including Libby site). <br /> III. Compatibility of Proposed Landfill Use with City and County Plans for Development, <br /> Green Space, Solid Waste, etc. <br /> A. Peripheral Area Development Plan (PADP). Included in S8, recommended for continuation of essentially agricultural <br /> uses well beyond the planning period... farming, farm related businesses, <br /> and other rural uses, because of "isolation south of the 9-Springs E-Way <br /> and the relatively small area that could be developed." <br /> 3. Most recent map, includes Libby site and WARF land to the east as <br /> "recreational open space", suggesting linkage with "permanent open <br /> space" area S-1 to the north (9-Springs E-Way). <br /> 4. On p. 27 "...the Agricultural/Rural Use districts are different from the <br /> Permanent Open Space districts...Agricultural and rural uses include some <br /> relatively large facilities and relatively intensive activities...such as large <br /> silos and storage bins, fanning related businesses or quarrying operations, <br /> for example," suggesting landfill operations may be appropriate in such <br /> districts (there is no landfill category in the PADP). <br /> 5. Site is in the Central Urban Service Area (CUSA) but lacks all but sewer. <br /> Others could not be provided efficiently. Such a "limited service area" <br /> would be suitable for only certain types of urban development, of which <br /> landfills are a prime example. Landfills are rendered more economical <br /> with sewer service. <br /> 3 <br />
