6. Recommendation for recreational open space is compatible with landfill <br /> operations (confirmed by discussions with planners). End use after 10-15 <br /> year life would be grazing land or recreational open space. Could be <br /> integrated with Nine-Springs E-way and WARF land to the east. <br /> 7. Visual, environmental, and archeological amenities, and adjacency to the <br /> E-Way cited by PADP in support of recreational open space designation. <br /> However, this refers primarily to the WARF land. The site has no view, <br /> insignificant archeological importance, (although an assessment is <br /> required), little timber, no wooded slope or shoreline...only adjacency. <br /> With proper grading and planting at end of life, could create such an <br /> amenity. <br /> 8. Conclusion: Libby site proposed landfill use is compatible with <br /> designation of area as of either "agricultural/rural use" or "recreational <br /> open space". <br /> B. Dane County Parks and Open Space Plan (POSP), Dane County 1990 <br /> 1. Purpose: "Identify the parks and open space needs for the county and <br /> guide the county's action in fulfilling those needs during the period from <br /> 1990-1995." <br /> 2. Extends Nine-Springs E-Way to include the Libby site. Is basis for PADP <br /> recommendation. <br /> 3. Conclusion: Again, landfill compatibility with permanent open space <br /> designation is relevant here. After closing of landfill, proper naturalizing <br /> (berms, plantings, etc.) could permit development of view amenity, trails, <br /> etc. Better to integrate landfill with existing nearby open space uses then <br /> to isolate it. Confirmed by Brad Murphy testimony in Vondron hearing: <br /> "It would be desirable to locate landfills in Urban Expansion B districts <br /> on in Permanent Open Space, so that as urban development approaches, <br /> the landfill operation would take place and would be completed before <br /> urban development arrives." <br /> C. Dane County Green Space Plan. Dane County Green Space Committee, 1991. <br /> 1. Purpose: "to further open space preservation efforts, approve open space <br /> plans, develop implementation proposals, and report its recommendations <br /> back to the County Board." Draft not yet accepted. <br /> 2. Identifies Libby site as part of the Nine-springs E-Way, again in <br /> agreement with latest version of the Parks and Open Space Plan. <br /> 3. Conclusion: No conflict with plan. <br /> D. Farmland Preservation Plan. Dane County, 1981. <br /> 4 <br />
