This action is necessary to maintain Town of Windsor farmers' eligibility for state Farmland Preservation tax <br /> credits, under Chapter 91, Wisconsin Statutes. These lands fall within either the Urban Service Area or the Rural <br /> Development Area for the Town of Windsor, and so are ineligible for state farmland preservation tax credits. Under <br /> recently revised state law, such parcels cannot remain in the A-1(ex) district. The state Department of Agriculture,Trade <br /> and Consumer Protection has given Dane County until 12/31/2014 to bring our zoning map into compliance with the <br /> certified Dane County Farmland Preservation Plan map. Stats., any county board supervisor may initiate a rezone petition. Please review the attached <br /> petitions, and if possible, return signed copies to me by February 5, 2014, so we can schedule this for the ZLR March <br /> 25 public hearing. <br /> The Department of Planning and Development has worked closely with the Town of Windsor Plan Commission and the <br /> Town Board on this project. We identified proposed zoning districts intended to accommodate existing uses on the <br /> property and appropriate to the size of each lot. We have contacted all affected landowners and held one public <br /> meeting at the town. A couple of landowners attended, and we were able to resolve all of their concerns. Neither the <br /> town nor department staff have received any communications from landowners indicating that they object to the <br /> proposed petitions as revised. The town Plan Commission has authorized the Department of Planning and Development <br /> to submit rezoning petitions as indicated in the attached application. <br /> Please let me know if you have any questions or concerns, and I'll do my best to answer them.
