IL ANALYSIS <br /> A. Compliance with County Ordinances <br /> The R-4 zoning is proposed to accommodate the existing multi family units. However, this option may <br /> require the aforementioned variance. Although not presented in the application,there may also be another <br /> means of bringing this parcel into conformance via a conditional use in the C-1 Commercial District,which <br /> may avoid the need for a variance. However, this option may prove more problematic than pursuing a <br /> variance due to the range of permitted uses in the C-1 district and the associated potential for vehement <br /> opposition from the town and adjoining property owners. A third unexplored possibility might be to pursue <br /> the previous modified three-CSM configuration approved originally with Petition No. 7037, with the <br /> exception that it would be a two-CSM configuration with the small 0.63 acre parcel created simply as a <br /> zoning lot within the larger parcel to be rezoned to A-2. It is as of yet unclear as to whether or not the city <br /> of Madison would support this proposal. <br /> B. Compliance with Adopted Plans <br /> The site in question is within the town of Verona's Agricultural Land Preservation Area,where they have a <br /> density policy of one residential unit per 35 acres of land in contiguous ownership. <br /> C. Local Government Input <br /> As of the writing of this staff report, no town communication has been received. Dane County Planning <br /> staff has attempted to contact city of Madison Planning staff,but as of yet,no communication has occurred. <br /> HI. CONCLUSIONS <br /> A. Summary <br /> It has been verbally noted that the city of Madison has stated that it will support the petition as currently <br /> submitted. This two-CSM configuration may require the need for a variance to accommodate the accessory <br /> buildings. <br /> This is a complicated petition, and it will need to be discussed further by Zoning and Planning Staff, the <br /> applicants, and the city of Madison to determine the best means of bringing the existing parcel and uses <br /> into compliance in a manner agreeable to the city of Madison,who played the final trump card to deter the <br /> previous petition. <br /> B.
