DANE COUNTY PLANNING AND DEVELOPMENT DEPARTMENT <br /> STAFF REPORT <br /> Petition No. 7440—Stiller/Bachmann Public Hearing Date: 12/15/98 <br /> Section 4, Town of Verona Work Meeting: 1/12/99 <br /> I. BACKGROUND <br /> A. Request <br /> As noted in the Zoning Staff Report,Heidi Stiller, Allan Bachmann, and Bachmann Building Partnership <br /> (Thom Grenlie and Marilyn Dreger are the agents)are looking to a)create a 15.43 acre parcel for a single- <br /> family residence (Lot 1)and b)to bring a 20.88 acre parcel (Lot 2)into compliance with Dane County's <br /> Code of Ordinances. Attachment A of this report is a map that identifies the site area and outlines the <br /> proposed action. According to Norb Scribner,Dane County's Plat Review Officer, the two parcels were <br /> originally divided without the required CSM, so both a rezoning and a CSM are now required. Both <br /> parcels are currently zoned A-1 Exclusive. Lot 1 would be a new building site for the owners, Stiller and <br /> Bachmann. Lot 2 contains some"grandfathered"multi-family uses; there are two residential buildings—a <br /> four-unit and a three-unit—and three accessory buildings. The remainder of Lot 2 is held has cropland(i.e. <br /> corn). <br /> B. History/PastAdions <br /> This petition is a reapplication of Petition No.7037. Attachment B of this report is the previous staff report <br /> written for Petition No. 7037. As noted in the Zoning Staff Report, the previous petition was approved <br /> subject to a deed restriction.This site is within the city of Madison's Extraterritorial Jurisdiction. Madison <br /> did not support the petition, so a CSM was never recorded,thus rendering Petition No. 7037 null and void. <br /> The configuration that was finally approved was a modification to what was originally submitted. Both the <br /> original configuration and the modification to it are outlined in graphics two and three of Attachment A. <br /> The mutli family uses and the accessory buildings both complicated this petition and warranted the <br /> modification. Petition No. 7037 was finally approved with the present Lot 1 being rezoned to RH-3. The <br /> present Lot 2 was broken into two pieces: a 0.63 acre parcel that included only the two multi-family <br /> residential buildings; the remaining 20.20 acres of the parcel was rezoned to A-2, which was a means of <br /> accommodating the three accessory buildings. A deed restriction on no further residential development <br /> was placed on both the R-4 and the A-2 parcels. <br /> C. SitelLocationalInformation <br /> As noted in Attachment B, the subject property is located about two miles west of the city of Madison in <br /> Section 4 of the town of Verona,immediately north of the University Ridge Golf Course. The site is not in <br /> an urban service area. <br /> Lot 1 is presently undeveloped and primarily wooded. Lot 2 contains the five buildings already mentioned <br /> and a large portion of cropland. Surrounding uses are the golf course,farmland and other open space,and <br /> low-density rural residential development. <br /> D.
