THE EXISTING FARM HOUSE HAD A CRUMBLING FOUNDATION AND <br /> COULD NOT REASONABLY (OR AFFORDABLY) BE RENOVATED. SPOKE WITH KRISTINE L. SCHUTTE (ZONING <br /> INSPECTOR) AND SHE BREIFLY EXPLAINED THAT A RESIDENCE WAS PERMITTED USE IN THE A-1 EXCLUSIVE <br /> AGRICULTURAL DISTRICT, PROVIDED THAT SUBSTANTIAL INCOME MUST BE DERIVED FROM THE FARM <br /> OPERATION. SHE STATED THAT SUBSTANTIAL INCOME WAS INTERPRETED TO BE AT LEAST $500 PER MONTH. <br /> I ASKED THAT SHE SEND ME SOMETHING IN WRITING TO EXPLAIN WHAT WAS MEANT BY "SUBSTANTIAL <br /> INCOME." I ALSO ASKED THAT SHE SEND SOMETHING FOR REQUIREMENTS OF REZONING THE LAND <br /> 11-10-97 AGAIN CONTACTED THE ZONING DEPARTMENT ASKING FOR INFORMATION REGARDING "SUBSTANTIAL <br /> INCOME" AND REZONING. THIS TIME I WAS SENT COPIES OF LETTERS DATED 1-2-96, 1-4-96 AND 1-5-96 <br /> THAT DETAILED CORRESPONDENCE BETWEEN CAL KORNSTEDT (CORPORATION COUNSEL) AND JAMES <br /> GREGORIUS, ZONING ADMINISTRATOR AND GARY P GUNDERMAN, ACTING DIRECTOR OF PLANNING AND <br /> DEVELOPMENT. THESE COPIES EXPLAINED WHAT THE SUBSTANTIAL INCOME REQUIREMENT WAS AND HOW <br /> IT WAS DEFINED. WE DETERMINED THAT WE DID NOT HAVE SUFFICIENT INCOME FROM THE FARM TO MEET <br /> THE "SUBSTANTIAL INCOME REQUIREMENT". <br /> 2-20-98 WE WENT TO THE CITY COUNTY BUILDING AND SPOKE WITH TONY STRASESKE (266-4374) AND HE <br /> EXPLAINED THE NEW REQUIREMENTS. HE STATED THE OPTIONS WERE: <br /> 1. REZONING <br /> 2. GET AG REQUIREMENT FULFILLED I.E. HAVE A LAND CONSERVATION AGENT (KEVIN <br /> CONNERS) WAS THE PERSON RECOMMENDED; AND HAVE HIM WORK THROUGH A PLAN. HE <br /> STATED THAT WE WOULD HAVE TO PROVE EVERY YEAR THAT WE HAD AT LEAST $500 <br /> INCOME FROM THE FARM. WE EXPLAINED TO HIM THAT WE DID NOT MEET THAT <br /> REQUIREMENT SO HE THEN SUGGESTED THAT WE REZONE TO AG 2 OR RESIDENTIAL. <br /> HE STATED THAT WE HAD TO HIRE A SURVEYOR TO DRAW UP A PLAN. IT DID NOT <br /> NECESSARILY HAVE TO BE STAKED OUT. <br /> 3. TALK TO TOWN OF DUNN AND TELL THEM OUR PROPOSAL. TALK TO TOWN PLANNING <br /> COMMISSION. THEY WILL TELL YOU IF YOU CAN DO IT OR NOT. IF TOWNSHIP WON'T <br /> APPROVE IT THEN YOU CAN'T GO AHEAD <br /> 4. GET SURVEYOR TO DRAW UP A PLOT <br /> 5. MAKE APPLICATION TO COUNTY ZONING (WITH $165 FILING FEE) <br /> 6. ALSO WILL NEED A DEMOLITION PERMIT FROM THE TOWNSHIP TO TEAR DOWN THE <br /> EXISTING HOUSE. <br /> 2-27-98 GOT PRE-APPLICATION LETTER FROM ROSALIND GAUSMAN REGARDING TOWN OF DUNN SUPPORTING <br /> US MAKING APPLICATION FOR R-1A ZONING FOR ONE ACRE PARCEL 14-0610-292-8030-3 FOR THE PURPOSE <br /> OF REBUILDING A RESIDENCE AT 4371 SCHNEIDER DRIVE. ROZ STATED THAT THE TOWN OF DUNN WOULD <br /> NOT APPROVE AN AG 2 REZONING. - <br /> 2-27-98 CALLED ZONING DEPARTMENT AND TALKED WITH PAT ANDERSON. HE AGAIN STATED THAT IF WE WANTED <br /> TO REZONE A SMALL PLOT WE HAD TO HAVE A MEETS 8t BOUNDS DESCRIPTION WRITTEN BY A LAND <br /> SURVEYOR I.E. A DRAWING THAT SHOWS THE 50 ACRES AND WHERE WE WANT THE HOUSE AND WHAT at <br /> WHY. HE SAID WE DID NOT NECESSARILY NEED A CERTIFIED SURVEY TO MAKE THE APPLICATION. HE STATED <br /> HE HAD A SCHEDULE OF THE MEETINGS AND WE COULD FILL OUT THE FORMS. NEXT DEADLINE WAS MARCH <br /> 4. AVERAGE APPLICATION FEE = $180.00 ($50.00 BASE FEE THEN 3 '/z CENTS PER SQUARE FOOT. <br />
