..
• COMPOSITE REPORT - Page 2 APPLICATION NO.
STAFF COMMENTS
ZONING REVIEW
9. 7424/CUP 1532 Henry and Cathy Royer,Rutland 36
A-1EX to A-2(2)with Conditional Use permit for Limited Family Business- Furniture
Manufacturing
Create a 2 acre area(not a separate parcel)to be used as a homesite for owners of a 40.6 acre A-1EX-
zoned parcel. The owner States that"about 1 acre of the 2 is ag land, the other where the home will be
is in the woods." The owner also wishes to build a 40' x 60' shop for a furniture-making business,
which requires a CUP for a Limited Family Business. There would be"no employees except the
owner... [and]no retail sales."There will also be an additional 2,400 SF of barn space which"may
take the form of a separate shed or lean-tos off the shop"to house farm machinery, hay, and 2 horses.
The driveway from Danks Road to the house and outbuildings near Badfish Creek would follow the
treeline of a wooded area
Note: Floodplain and Wetlands associated with Badfish Creek skirt the W'ly boundary of the A-2(2)-
zoned area
Soils: 100%Class HE
Uses: 50%Cropland, 50%Woodland
REGIONAL PLANNING
Petition 7424— CUP 1532. This proposed residence and limited family business is in an agricultural
preservation area of the Town of Rutland. The residential portion of this rezone appears reasonably
consistent. The eastern portion of this property is all farmland. The access appears to be along a fence
line using a farm drive. The residential site is in a wooded area near the creek.
The relevant policy for the furniture business is: "To limit any non-agricultural, commercial or
recreation use to small,rural-oriented businesses which provide services needed by town residents."
The applicant states there will be no employees except the owner and no retail sales. With the other
limitations of the limited family business, this appears to be within the policy.
ENVIRONMENTAL HEALTH (septic, etc.)
A manufacturing facility will require an approved private sewage system for disposal of sanitary
wastes. There is no information in our file at this time relating to an evaluation of soil suitability at this
site.
DANE COUNTY HIGHWAY
OTHER
