City of Sun Prairie Recycling Center Relocation <br /> Storm Water Management and Erosion Control Plan <br /> August 1998 <br /> Conditional Use Permit— 1508 <br /> This storm water management and erosion control plan are a supplement to the May 27, 1998 report by <br /> Larry Herman,Sun Prairie Director of Public Works,and a response to comments from Brian Standing, <br /> DCRPC,dated July 23, 1998. This report was prepared by Katherine Kalscheur,P.E.,MSA Professional <br /> Services, Madison, WI at the request of the City of Sun Prairie. <br /> Existing Conditions <br /> The site is currently used for clean fill by the Sun Prairie Water&Light Commission. The fill is rough <br /> graded and approximately 1.4 acres in size. The site is currently accessed through the paved entrance <br /> to the little league ballfields on Bird Street, then south across the gravel parking area. Hellenbrand <br /> Landscaping is located to the east adjacent to the site. See the attached site map. <br /> Drainage: The area around the site generally drains to the south and west toward a tributary to <br /> Koshkonong Creek. The filled area is currently graded to drain to the north east—away from the creek. <br /> Groundwater: We assume ground water movement in this area is also south and west toward <br /> Koshkonong Creek. Properties with wells in this area are located southeast of the site. The well at the <br /> Flamme property is currently tested by the City due to it's proximity to the old landfill. <br /> Proposed Facilities <br /> Entrance: The Recycle Center will be located south of the existing gravel parking area. A 24-foot wide <br /> "drive"will be paved along the east side of the existing gravel parking area. The remainder of the gravel <br /> parking area will be unchanged. The south side of the existing gravel parking area will be fenced and <br /> screened, and a gate will be located across the end of the paved"drive". A 100'x30' gravel drive will <br /> extend into the Recycle Center from the south end of the paved"drive". <br /> Only the currently filled area will be used for the Recycle Center, and the existing fill soils will be the <br /> base of the Recycle Center. The existing fill area will be finish graded to constant surface. The fill will <br /> be covered with a minimum of 4 inches of wood chips. This will provide a stable surface capable of <br /> withstanding the light vehicle traffic typical at the Recycle Center. The City has an ample supply of <br /> wood chips from their brush collection. <br /> Drainage: The existing drainage pattern—from the southwest toward the northeast will be maintained <br /> for the Recycle Center drainage. This will maximize the flow distance from the recycle Center to the <br /> NSA <br /> PROFESSIONAL <br /> TRANSPORTATION•MUNICIPAL•REMEDIATION <br /> DEVELOPMENT•ENVIRONMENTAL <br /> 1 G:\projects\30s\36\369834\stm_rpt.wpd <br />
