prevent any contamination of ground or surface water resources resulting from ongoing <br /> recycling center activities. <br /> 2. The recycling center shall be limited to the following hours of operation: <br /> a) From April 1 through November 15, from 9:00 a.m. until 6:30 p.m. on Mondays, <br /> Wednesdays and Fridays, and from 8:30 a.m. until 4:30 p.m. on Saturdays. <br /> b) From November 16 through March 31, from 7:30 a.m. until 9:00 a.m. and from 3:00 p.m. <br /> until 5:00 p.m. on Mondays, Wednesdays and Fridays, and from 8:30 a.m. until 4:30 p.m. on <br /> Saturdays. <br /> 3. All storage containers shall be covered and shall be designed to be effectively sheltered <br /> against the elements. Used auto oil and battery recycling shall take place within an enclosed <br /> building. Storage areas and driveways shall be appropriately surfaced and designed to <br /> effectively contain any spills or leaks and prevent groundwater contamination. <br /> 4. Evergreen vegetative buffers shall be provided and maintained to effectively screen the <br /> recycling center from view from the northern and eastern sides of the property. <br /> 5. Fencing shall be provided and the facility shall be gated to effectively deter unauthorized <br /> entry after hours. The recycling center shall be clearly signed to indicate that depositing <br /> materials when the recycling center is closed is illegal and is subject to enforcement by the City <br /> of Sun Prairie. <br /> 6. The recycling center must comply with all current applicable local, state and federal <br /> guidelines,regulations and laws, including the maintenance of all appropriate licenses and <br /> permits. <br /> 7. The recycling center shall be adequately staffed at all times during hours of operation, <br /> and staff shall routinely monitor the site for illegally deposited materials when the recycling <br /> center is closed. <br /> 6 <br />
