City of Sun Prairie <br /> Application for Conditional Use Permit <br /> Compost Facility <br /> 1. Introduction. <br /> 1.1 Purpose. These application materials are being submitted by Larry Herman,Director of <br /> Public Works,for the City of Sun Prairie to Dane County Planning and Development for the purpose of <br /> obtaining a conditional use permit. The City is looking to relocate the existing Recycle Center to a new <br /> site,approximately one block away,as the current property owner is creating industrial development on <br /> the present site therefore creating a need to relocate. The City operates a Recycle Center to residents in <br /> order to conform with State and Local recycling ordinances. The City Recycle Center functions as a drop <br /> off area for yard waste,discarded appliances and scrap metal,used automotive tires,waste automotive oil <br /> and batteries and also accepts residential fluorescent light tubes. Residents may also bring brush materials <br /> to the Center to be processed on Saturdays. Residents of Sun Prairie owning or occupying a 1 -4 unit <br /> dwellings may utilize the Center. The Center is staffed with an attendant during hours of operation. <br /> 2. General Information. <br /> 2.1 Location. The proposed site is located on property owned by Sun Prairie Water and Light <br /> Commission with the street address of 912 Bird Street. The site is not within the City corporate limits. <br /> The site is further defined as located in part of the E1/2,NE 1/4, SE 1/4, Section 7,TSN,R11E. The <br /> property is located in the Town of Sun Prairie and is zoned as Al Agricultural. <br /> 2.2 Project Description. The City has signed a lease agreement with the Sun Prairie Water and <br /> Light Commission to utilize the property for an extended period of time. The Water and Light <br /> Commission intends to hold the site for a potential sub electric power station. The City of Sun Prairie has <br /> created the Recycle Center to conform with State Recycling NR 544 effective recycling program and as a <br /> convenience to the residents for recycling these products. <br /> The site is approximately 3.5 acres of which the proposed recycle center will operate on <br /> approximately two acres of this site. <br /> 2.3 Present Land Uses. The site is being used as a clean fill disposal area for Water and Light <br /> Commission field operations. Water and Light Commission will continue to use the site for this purpose. <br /> The active area of the Recycle Center will concentrated to the filled area only. <br /> 2.4 Former Land Use. The site was formerly used for agricultural farming purposes. <br /> 2.5 Surrounding properties. The site is bordered by Sheehan Park,railroad tracks and <br /> Hellenbrand Landscape business. The Zoning for property in the City to the East is Heavy(HI)or Urban <br /> Industrial(UI). The parkland is zoned(MR-8)mixed residential. A few residences exist approximately <br /> 700 feet away. All residences,industries and park use water is potable City water. There are no private <br /> or public water wells in the area. The park activities in the area house a little league baseball complex,a <br /> skate board facility and a corn boiler building for the annual corn festival. The Recycle Center operates <br /> year round while the park activities are mainly May-August. Access is gained to the site from the Little <br /> league entrance and parking area off of S.Bird Street. <br /> 3. Project Operations <br /> 3.1 Product Handling. The materials generated at the site are stored,processed or transferred in <br /> the following manner: <br /> Yard waste. Compostable yard waste is accepted and loaded into 30 yard roll off containers <br /> and hauled to the Dane County Compost facility near Waunakee. Yard waste is also generated by three <br />
