curbside collections conducted for City residents in the Spring and the Fall. Annually 4,400 cubic yards <br /> of materials are generated however at the site less than 1000 cubic yards will ever exist at any one time. <br /> Wood chip waste. Wood chip materials are brought to the Center from the production <br /> of curbside collections. In addition brush materials are accepted at the Center and chipped on site on <br /> Saturdays during the months of April through November. Most of the wood chip materials are given <br /> away to residences,businesses or farmers desiring these materials. Some wood chips are used as ground <br /> cover at the site to create an all weather work and patron access surface. <br /> Appliances/scrap metal. The City has contracted with a vendor to collect and process the White <br /> goods(appliances)and metal materials accumulated at the Center on a regular basis. The processing of <br /> the appliances occurs at the vendors site not at the City Recycle Center. <br /> Waste Motor Oil. Used vehicle motor oil is accepted at the Center in a 500 gallon <br /> container. The container has a containment vessel and is totally enclosed from weather elements. Proper <br /> venting exists. The receptacle is locked when not in operation. <br /> Tires. City crews transport accumulated vehicle tires to the Dane County Landfill processing <br /> area on a frequent basis. These tires are collected and stored in a covered storage shed prior to <br /> transportation. <br /> Batteries. A contractor collects used automotive batteries from the Center and transports <br /> to processing facility. The batteries are stored in a covered storage shed with a concrete floor prior to <br /> transportation. <br /> Fluorescent light tubes Residents may recycle fluorescent light tubes at the Center. The City <br /> contracts with a vendor to transport accumulated florescent light tubes to a processing facility. The tubes <br /> are also stored in a covered shed. <br /> 3.2 Hours of Operation. The hours of operation are: <br /> Summer Hours: (April 15-November 1) Winter Hours(November 2-April 15)- <br /> Mon,Wed,Fri, 9:00 AM. -6:30 PM. Mon, Wed,Fri, 7:30 AM. -9:00 AM. <br /> Saturdays 8:30 AM. -4:30 PM. Mon, Wed,Fri. 3:00 PM. -5:00 PM. <br /> Saturdays 8:30 AM. -4:30 PM <br /> Closed on Tuesdays,Thursdays, Sundays,Holidays <br /> Maintenance Activities may occur between 7:00AM and 3:30 PM.Monday-Friday. <br /> 3.3 Staff. An attendant is on duty during hours of operation a helper is available to assist <br /> on Saturdays <br /> 4.) Site Plan. <br /> 4.1 The site will not have any permanent structures. A contact station(8' x 10')will be utilized <br /> along with a covered building for waste oil(8'x 10')and another metal structure to store tires,batteries <br /> and light tubes. None of the buildings have permanent footings. Although not in existence at the present <br /> time,that the construction of the facility will include screening and fencing on the north side toward the <br /> park and on the east side toward the business. A combination of shrubs and trees will be used for <br /> screening. A chain link fence is also planned for security along the north and east boundaries. Natural <br /> vegetation exists on the west and south side. Some minor vegetation additions are needed to fill in on the <br /> southern boundary. The City is requesting immediate occupancy of the premises with the screening to be <br /> established within six months of occupancy. See Exhibit"A". <br /> 5.) DNR Review <br /> The Department of Natural Resources has conducted a site inspection and has authorized the composting <br /> facility and recycling drop off Center to occur at this site. <br /> 6.) Town of Sun Prairie. The Township of Sun Prairie was contacted initially. They indicted that they <br /> would agree to the decisions made by the Dane County Zoning and Natural Resources Committee. I <br /> understand that the City would need to receive a building permit from the township for the temporary <br /> structures. <br />
