TOWN OF SUN PRAIRIE r.. <br /> TOWN BOARD and PUBLIC HEARING MINUTES <br /> August 17, 1998 <br /> The Town Board of the Town of Sun Prairie met on Monday, August 17, 1998 at 7:30 <br /> P.M. at the Town Hall, 5556 Twin Lane Road. <br /> Call to Order The meeting was called to order at 7:30 P.M. by chair John Blaska. <br /> Supervisors Vernon Pogue and Lyle Updike, treasurer Joan Rademacher and clerk <br /> Claudia Quick were present. Thirty-three people attended the public hearing and <br /> meeting. <br /> Statement of Public Notice The chairman directed that the minutes show that notice of <br /> the Town Board meeting was published in the August 13, 1998 issue of The Star. <br /> Agendas were also faxed to the Capital Times and the Sun Prairie News. Copies were <br /> posted at two town bulletin boards,at the Town Hall and in the park on Skala Road and at <br /> • the Citgo Station(cm N and TT)on August 14, 1998. <br /> Approve Minutes of Previous Meeting Moved by Lyle Updike, second by Vernon <br /> Pogue to approve the minutes of the July 27, 1998 meeting. Motion carried. <br /> Presentation from the Public - <br /> • Kurt Larson,4259 CM TT, inquired about his neighbor Steve Miller/Prairie Grove <br /> Kennel. Board had no information. <br /> • Monte Couch, 1622 Trails End, commented about the shouldering job in Drovers ° ., <br /> Woods. Suggested that the corner of Prospector and Highway 19 be cleaned up The <br /> chair indicated that they have identified about six areas'where culverts'and itches T <br /> need to be cleaned as evidenced by the recent heavy rains. <br /> Public Hearing-Consider and Take Action re: Petition#7793 by John and 3ulia <br /> Bailey to change the zoning from RH-1 to C--1 on part of lot, 32, Attorney <br /> Bruce Kaufman explained to the Board that Mr. and Mrs.Bailey would like to rezone <br /> .179 acres of their 2.18 acre residential parcel to C-1 commercial. Mr. Bailey would like <br /> to locate his business(building and repairing small engines)in his lot. The chair opened <br /> the meeting to a public hearing. Several neighbors voiced this objection to theproposed <br /> rezone. Attorney Kaufmann suggested several conditions which the Baileys would find <br /> acceptable e.g. hours,access to Garden Court,etc. He also suggested that upon the sale; - <br /> of the lot in question the zoning would revert to residential. Upon questioning,small -= <br /> engines were determined to be car engines, Mr. Bailey does not do installations. Ms. <br /> Houle, Bomkamp Circle,presented a petition signed by neighbors opposed to the zoning` <br /> change. Robert Houle,Bomkamp Circle, indicated he is in the same business and <br /> objected to this business being located in a residential area. The chair closed the hearing. <br /> The chair questioned the access(through the LaRue C-2 parcel)and the mix of residential <br /> and commercial. He also read phone comments of Larry Annen, opposing the rezone. <br /> Supervisor Pogue indicated he is not in favor of mixing this commercial activity with <br />
