Zoning Petition#7293 disapproved. <br /> Public Hearing-Consider and Take Action re: Petition#7313 by Duffy Brothers, <br /> Inc. to change the zoning from A-1 Exclusive Agriculture to A-B Agriculture <br /> Business on property located north of 6085 Twin Lane Road,section 2 Duffy <br /> Brothers, Inc. operates a grain business in Columbus. All of the grain moves out of the <br /> current facility by truck.. Recently the railline has been activated. Duffy Brothers, Inc. is <br /> requesting a rezone of approximately 35 acres from A-1 Ex Ag to Agricultural Business <br /> (A-B)to allow construction of a rail loadout for grain. The site, which they own, is <br /> located on the south side of the tracks west of Twin Lane Road. Mr. John Duffy <br /> indicated the following would be positive benefits for the Town: Reduction of truck <br /> traffic,price competition,tax base and jobs. Grain would be trucked to the rail site from <br /> Columbus and from farmers in the area who have dry grain for sale. The chair opened the <br /> meeting to a public hearing. Richard Statz, Twin Lane Road, indicated that he is <br /> concerned for the condition of the road and the amount of truck traffic. Twin Lane Road <br /> is a town road(Bristol and Sun Prairie). The chair indicated the road would need to be <br /> rebuilt,the estimates are$800,000 to one million dollars. If the zoning is approved Mr <br /> Duffy will proceed with investigating the feasibility of road improvements. Mr. Duffy <br /> indicated that there are not many suitable sites for this facility especially in terms of size <br /> and access. Vernon Bedner pointed out that other large trucks use the roads, questioned if <br /> Duffy should be penalized. Mr. Dean Strohmenger questioned the disrepair of the tracks <br /> and railbed. Mr. Darrell Smith questioned whether the town has considered establishing <br /> an industrial park at some other site. He is opposed and concerned about the roads,truck <br /> traffic,increase-in.taxes to maintain the roads,safety and accidents. Mr.Duffy indicated <br /> that they will most likely be using the newest technology which will control dust.`Mr.Pat <br /> Duffy indicated that they have purchased enough property that they will not be blocking- <br /> traffic. Comments were made concerning noise of grain dryer,whether a corn dryer <br /> would be included. Corn dryer not planned at this time,possibility in future,depends on - <br /> market and demand. The chair indicated that at some point Twin Lane will need to be <br /> rebuilt. Reconstruction by Duffys or with their assistance would mean it would be done <br /> sooner rather than later. Periodically there is discussion about the County taking over _ <br /> Twin Lane Road. However that does not appear to be an option at this time. Discussion <br /> by Board. Mr. Blaska commented that this would provide profit opportunity to farmers. <br /> The amount of money spend to rebuild by Duffys will be money that will not be spent by <br /> taxpayers. He also saw this as a way to resist the city encroachment,by having viable <br /> agriculture. Moved by John Blaska, second by Lyle Updike to approve,approval is <br /> conditioned upon funding of adequate rehabilitation of Twin lane Road with Dane <br /> County, Town of Bristol and Town of Sun Prairie being involved. Without adequate <br /> funding for the road, the facility could not become operational. Vote: Blaska-aye, Pogue <br /> - aye,Updike- aye. Duffys have a public hearing at the county August 25. <br />
