Public Hearing-Consider and Take Action re: Petition#7338 By Michael Miiiirar <br /> and Steve Hansberry to change the zoning from A-1 Exclusive Agriculture an'd'R4 <br /> Residential to RH-1,RH-2 and A-1 Exclusive on Property located at 2144 CTH T ''- <br /> property west of 2144(Ti!T and property located at 5590 CTIi W Steve <br /> Hansberry explained that they have included three requests in this petition. 1. They are <br /> creating a lot for Mike Manley, farm owner,to build a residence. 2. Mr.Hansberry is <br /> adding some land to his parcel in order to have 2 acres. A small portion of the existing <br /> Hansberry parcel is being returned to the agricultural district. 3. Mike Manley is <br /> separating his existing home and farm buildings from the farm. Two adjoining neighbors <br /> spoke in favor of the rezone. The chair closed the public hearing. Moved by John <br /> Blaska, second by Lyle Updike to a approve the rezone petition. Motion carried. <br /> a. Consider and take action re: CSM for Manley and Hansberry <br /> Mr. Hansberry presented three preliminary CSM for the property previously rezoned. <br /> Moved by John Blaska, second by Vernon Pogue to approve the three preliminary CSM <br /> with the addition of the neighboring use language. Motion carried. <br /> Consider and Take Action re: Petition#1508 by the City of Sun Prairie to obtain a <br /> conditional use permit for a recycling center, south of 5917 S.Bird Street,section 7 <br /> The chairman reminded those present that a public hearing on this item was held on July <br /> 13. This,would not be a public hearing,although he would allow some questioning. <br /> Larry Herman, Director of Public Works for the City of Sun Prairie,was present. Copies <br /> of the Stormwater Management and Erosion Control Plan and the Dane County Planning" <br /> and Development Staff Report were distributed to the Board members prior to the <br /> meeting. Mr. Herman briefly reviewed both plans. Mr. Herman indicated that the City <br /> wants this program to succeed and will make every effort to do so. There were several~- <br /> public comments regarding debris dropped off after the site is closed,the drainage of-the <br /> site,smell of grass clippings and allergy problems. Wood chips would be used as abase <br /> (over limestone)to keep surface dry and dust down._ The chairman question tl#a:C <br /> detention plans for the Koshkonong drainage areas.-Mr.-Blaska expressecteoneern:€ail: <br /> contamination of groundwater,indicating that people are not always aware of what is ,2`. <br /> brought into a recycling center. Drainage of area is questionable without the Yelk <br /> property acting.as detention area no action has been taken there. Mr. Blaska further <br /> questioned the impact on the neighborhood and if this is an acceptable use within the <br /> Town of Sun Prairie boundaries. Moved by Lyle Updike to approve the conditional use <br /> permit with the seven conditions outline in the Dane County Planning and Development... <br /> Department Staff Report. Motion died for lack of second. Moved by Vernon Pogue, <br /> second by John Blaska to deny petition# 1508. Chairman indicated that he feels the:City_:, <br /> of Sun Prairie has been a very poor neighbor as evidenced by their failure to alleviate the <br /> flooding which is coming out of the city and affecting the farm land. It has been 5 years <br /> since the major problems and nothing has been done. He questions their ability to get <br /> along on this issue. Vote: Blaska-Aye,Pogue -Aye, Updike -Nay. Motion carried. <br /> Consider Preliminary Plans by Douglas Grenier,section 16 William and Douglas <br /> Grenier each spoke, indicating that they have talked with the area owners. Following the <br /> last meeting Greniers decided to present a revised plan. They are proposing to rezone <br />
