The wood chips surface will prevent erosion of the underlying
fill soils, and absorb and slow storm water movement across the site.
The storm water runoff will be collected in a small ponding area at the northeast corner of the site. The
ponding area will release only by overflow(during large storms)and evaporation. The pond will be
50'x 15'x2'deep,sizCd to contain the runoff from the 2-year,24-hour storm. See the attached calculation.
Larger storms will overflow the pond into the existing ditch between the fill area and Hellenbrand
Landscaping's site to the east.
Saroun water- The materials collected at the Recycle Center are either stored in an enclosure preventing
contact with rain water or ground water,or removed from the site weekly. More information on specific
items is provided in the following paragraphs. This will minimize possible impacts
by minimizing contact with rain fall and preventing direct contact with to the groundwater
groundwater. We assume the
groundwater flow in this area is away from the wells, toward the creek.
Dust Control; The wood chips placed on the site will reduce dust from traffic entering the leaving the site.
Spill Clean-Up: If a spill occurs, the wood chips will absorb the material and the contaminated chips can
be removed with an end loader for disposal at the landfill. The City has mitigation plans for the various
materials collected at the site.
Oil Collection; The oil collection facility will be an above ground steel tank(cylindrical) in an open
rectangular steel secondary containment tank. The tanks will be protected by a small enclosed shelter.
Oil which is spilled inside the shelter will not be contacted by rain fall. Oil which is spilled outside will
be on the wood chips and can be cleaned up by removing the wood chips.
The performance of the tank is observed during the hours of operation. If a leak occurs in the main tank,
- oil will build up in the tank. If a
secondary major leak occurs,The site attendant will costtact the City's
emergency response team, and will use absorbent blankets to contain the oil until their arrival. Any
wood d chi and underlying_ . __ . . chips soft would-be removed.
13attety Collection:Vehicle batteries are accepted at the Recycle Center. They are stored in an enclosed
building. The batteries are not recycled on-site—only stored. A DNR approved waste hauler picks up
the batteries for recycling.
Fluorescent Light Bulbs;Fluorescent bulbs are handled the same as the batteries.
AnoUaj►oes/White Good /Scrap Metal: These items are accepted at the Recycle Center, and are picked
up curbside as part of trash collection. In general, the items are clean and whole(refrigerator doors are
removed for safety), and motors and cooling/heating components are not exposed to rain fall. These
items are picked up weekly by a DNR approved waste hauler. No demolition, recycling, or
disassembling will take place at this site.
Yard Waste;Residents may bring yard waste to the recycle center. The yard waste will be placed in a
30 yard roll-off container. The container will be removed weekly for disposal at the Dane County
Compost site near Waunakee. No material will be composted on site.
2 a^po;.a uav Wvim_eptwpd
