The issues that follow are based on the conditions of CUP <br /> 1476 and may form the basis for discussions with the applicant and conditions of approval. In <br /> recognition of the short timeframes involved with the Highway 12& 18 construction project, <br /> staff is prepared to meet with the applicant immediately to address these outstanding issues. <br /> 1. The applicant will have to submit an erosion control plan approved by the County Land / <br /> Conservation Department and receive an erosion control permit from the Zoning Division /of? rr T <br /> before earthmoving activities can begin. <br /> 2. A determination should be made by the Zoning Division as to whether special exception <br /> permits will be required. If required,the applicant will have to seek approval from the Board ?c-jG,. <br /> of Adjustments before earthmoving could take place within 300 feet of any navigable <br /> streams. • <br /> 3. To accommodate the Town's recommendation that the permitted area be reduced from 50 <br /> acres to 15 acres,more specific information from the town and a new legal description will <br /> be necessary. <br /> 4. Where the project is visible from the road or from neighboring residences,berming or <br /> landscaping should be considered to reduce the visual impact of the project. <br /> 5. Standard restrictions on dust and noise mitigation should be incorporated,particularly given <br /> that blasting is contemplated. Information should also be provided about any crushing, <br /> washing or screening that will take place on site. Appropriate mitigation efforts include site <br /> spraying as necessary,incorporating spray bars on equipment,delineating and graveling all <br /> drive aisles, and requiring mufflers on equipment. The applicant should consider paving <br /> perhaps 50 feet of the drive atthe entryway,which would be consistent with past CUP <br /> approvals. <br /> 6. Closure of operations should be linked with completion of the highway project, or to explicit <br /> beginning and ending dates. <br /> 7. The applicant should consider phasing extraction activities and reclamation so that a — ,11 rT <br /> minimum amount of area is open a t a n y one time. In past approvals f o r larger sites,the •' .a P <br /> Committee has required that applicants follow a phasing plan such that a maximum of 10 to t <br /> 20 acres is open at one time. Phasing may suggest that fencing could be somewhat portable, <br /> relocated to different portions of the site as necessary. <br /> 8. The applicant should indicate the sources,quantity,and disposition of any water to be used in - '- <br /> extraction and processing, including whether pumping will be required. <br /> 9. The ZNR Committee should consider requiring that the applicant improve the intersection of <br /> CTH N and the proposed driveway access, if in the determination of Highway staff that such <br /> improvement is required. The applicant should contact the Highway and Transportation <br /> Department regarding the appropriate location of the CTH N access, and scheduling of <br /> Transportation Committee action on that opening. <br /> 10.A performance bond should be posted to guarantee mitigation and reclamation measures are <br /> fully implemented. c <br /> �� > ! �ti � � <br /> 5 <br />
