Site and Neighborhood Planning Issues <br /> The site plan and operations plan for the proposed facility are inadequate to determine the <br /> impacts it will have on the surrounding area. At a minimum,the site and operations plan should <br /> include detail similar to that provided for the nearby Skaar Scattered Acres site, and should <br /> include: <br /> • <br /> • the location of all safety fencing, and gates; <br /> • any residential buildings within 2,000 feet of the site; <br /> • the location of any staging or scale areas, overburden storage or visual screening; <br /> • the location and type of erosion control measures; <br /> • information about any offsite users of quarried rock,with estimates of daily truck traffic; <br /> • location, length and surfacing of any driveways. and; <br /> • information about staging or phasing plans. <br /> This operation has the potential to generate impacts on neighboring residential properties in the <br /> form of noise, dust and blasting impacts, on surface water resources in the form of runoff and <br /> sedimentation, and on county roads in the form of increased truck traffic, dust and thud. <br /> E. Public,Local Government,And Agency Input <br /> Town Board Action <br /> On July 20, 1998,the Town Board of Cottage Grove voted to recommend approval of the CUP, <br /> with the condition that the area to be approved is limited to 15 acres. Minutes from the Town <br /> Board meeting indicate that Supervisor Anders will attend the county public hearing on 7/28. <br /> RPC <br /> Regional Planning Commission staff suggest that conditions and time frames similar to those <br /> imposed on the Skaar Scattered Acres site(CUP 1476) should apply to this petition as well. <br /> Land Conservation Department <br /> The county Land Conservation Department has expressed concerns about erosion control and <br /> stormwater management on the site. LCD points out that the soils in the area have a high silt and <br /> clay content, and in order to prevent sedimentation of Little Door Creek and its tributaries, <br /> recommends retention of all soil particles larger than 2 microns on site. Since this is a far more <br /> restrictive standard than the 5 micron particle retention standard used in the Lake Mendota <br /> Priority Watershed,achieving this result may be difficult using standard erosion control <br /> practices. <br /> III. CONCLUSIONS <br /> A. Summary of main issues/findings <br /> The project has the potential to impact nearby residences and surface water resources. Careful <br /> mitigation and control of quarrying operations will be necessary to minimize these impacts. <br /> B. Any recommended conditions of approval <br /> The ZNR Committee may wish to defer action on this request until issues can be resolved, <br /> revised plan materials submitted,and appropriate conditions developed.
