Compliance with Adopted Plans <br /> Town Land Use Plan <br /> The Town of Cottage Grove Land Use Plan (adopted 1995)applies the following general policy <br /> to quarries and mineral extraction sites throughout the township: <br /> "Place limits on the operation of quarries and mineral extraction sites and require the <br /> preparation and implementation of comprehensive remediation plans with strong <br /> enforcement provisions." <br /> Yahara Minerals' site plan shows the finished contours of the planned reclamation,but the <br /> written description offers little detail on how reclamation and remediation will take place. <br /> Enforcement provisions are not discussed in the materials provided. <br /> The site is located in an area designated for agricultural preservation by the Land Use Plan. The <br /> operation plan indicates that Yahara Materials intends to reclaim the site for agricultural use once <br /> quarrying is complete. <br /> C. Environmental Features <br /> An unnamed tributary of Little Door Creek flows from southwest to northeast across the <br /> southeast corner of the property. Little-Door Creek ultimately empties into Lake Kegonsa. This <br /> tributary is not shown of the site plan submitted with this application, so it is impossible to tell <br /> with any certainty if the quarry falls within the county's shoreland jurisdiction. If the quarry is <br /> within 300 feet of the stream, special exception permits from the board of adjustment may be <br /> required. <br /> The property has rolling terrain with relatively gentle slopes, except towards the southeast,where <br /> the land drops quickly toward the stream. Slopes in this section approach 12%. Most of the site <br /> is covered with Dodge(DnB) silt loam soil type, a deep,well drained soil classified as Class I <br /> farm soil. The balance is Whalan(WxC2) silt loam soils,a shallow well drained soil typically <br /> over dolomite bedrock. <br /> 3 <br />
