Compliance with County Ordinances <br /> Due to incomplete site information,a complete review of this proposal against the six standards <br /> for granting a CUP in S. 10.255(2)(h)would be difficult at this time. The standards,along with <br /> the issues the proposal raises,are summarized as follows: <br /> 1. That the conditional use will not endanger the public health, safety, welfare. Since the site is <br /> proposed as a quarry,with extraction done by blasting,the resulting extraction pit is likely to <br /> have very steep slopes,posing a possible hazard. Consistent with past approvals,including <br /> the conditions imposed on the adjacent Skaar Scattered Acres site, fencing may be <br /> appropriate to restrict access to the site. CTH N access should be gated, as is usually <br /> required with new extraction sites. The proposal has not indicated the"sources, quantity,or <br /> disposition of water"as required by Zoning Division application requirements. Information <br /> about fuel storage,blasting sites and blasting material storage should also be'provided. <br /> 2. That uses, values, and enjoyment of other properties in the neighborhood will not be <br /> impaired by the conditional use. The proposed extraction operation could have-an impact on <br /> nearby residences, including the residential subdivisions to the north. These could include <br /> dust,noise and traffic impacts. Some of these impacts will occur regardless of whether this <br /> operation is approved because of the highway project. Careful attention to minimizing <br /> impacts will be required,such as through berming,spraying of the site and equipment, <br /> muffler systems, strategic location of equipment,reduced hours of operation when residents <br /> .are expected to be at home, and noise suppression measures on trucks and equipment. The <br /> applicant has indicated that blasting and drilling will occur on the site,but does not provide <br /> information as to whether crushing or screening equipment will be used. The operation will <br /> likely have minimal impact on surrounding agricultural uses. <br /> 3. That the conditional use will not impede orderly development of the surrounding property. <br /> Further development is not envisioned in the area,which is designated as an Agricultural <br /> Preservation Area in the Town of Cottage Grove Land Use Plan. <br /> 4. That adequate utilities, access roads, drainage, and other necessary site improvements. <br /> Proper erosion control techniques will have to be approved and maintained to ensure that <br /> construction site drainage does not impact Little Door Creek. Note comments by the county <br /> Land Conservation Department below. The applicant should also indicate,to the extent <br /> possible,how internal circulation would occur,what surfacing would be used on access <br /> drives, and how access to the USH 12-18 project would occur. Site improvements as <br /> suggested in Section III(b)below should be added to plans. <br /> 5. That adequate measures are being taken to provide ingress and egress to minimize traffic <br /> congestion. The applicant should make driveway improvements to minimize tracking of <br /> mud onto CTH N. <br /> 6. That the conditional use shall comply with all applicable regulations. Erosion control <br /> permits will be required. According to S. 10.123(3)(a),the Committee must also consider the <br /> following relevant factors when approving conditional use permits in the A-1 Exclusive <br /> District: <br /> a) The statement of purposes of the zoning ordinance and the A-1 District. <br /> 2 <br />
