DANE COUNTY DEPARTMENT OF PLANNING AND DEVELOPMENT <br /> SUPPLEMENTARY STAFF REPORT <br /> CUP# 1509 (Yahara Materials,Inc.) Public Hearing Date: 7/28/98 <br /> Date of This Report: 8/5/98 <br /> I. ANALYSIS <br /> Yahara Materials, Inc. has submitted a revised operations plan, dated 7/28/98, that adequately <br /> addresses the issues raised in the previous staff report. Some of the changes include: <br /> • the first 100 feet of the proposed driveway will be paved to reduce dust and mud; <br /> • no water(other than for spraying as necessary to control dust) will be used on the site; <br /> • no operations will take place within 300 feet of the intermittent stream; <br /> • provisions for safety fencing and appropriate signage along the open perimeter of the site; <br /> • only portable,mobile equipment will be used for crushing and screening of limestone, and; <br /> • no on-site bulk fuel storage will take place. <br /> In addition, Yahara Materials has received an approved erosion control plan from the Land <br /> Conservation Department for the site. Land Conservation staff have reported that unless <br /> elevations and design standards contained within the erosion control plan are followed precisely, <br /> severe sedimentation of the nearby stream could result. The Land Conservation Department has <br /> recommended that an engineer verify that constructed erosion controls meet plan specifications <br /> before quarrying is allowed to begin. <br /> II. SUGGESTED CONDITIONS OF APPROVAL <br /> The committee may wish to consider approving the permit with the following conditions. These <br /> conditions are essentially similar to the those imposed on the nearby Skaar Scattered Acres site. <br /> Mr. Burcalow has indicated to staff that the wording of these conditions is acceptable. <br /> 1. The applicant shall comply with all conditions and best management practices required in the <br /> erosion control plan approved by the Land Conservation Department for the site. Any erosion <br /> control structures shall be maintained according to a schedule approved by the Land <br /> Conservation Department. <br /> 2. Prior to commencement of extraction operations,the applicant shall submit a report signed <br /> by a licensed, qualified professional engineer to the Zoning Administrator. This report shall <br /> certify that all constructed basins,trenches,retention berms and other erosion control <br /> measures match the elevations and design standards specified in the erosion control plan. <br /> 3. The applicant shall apply for,receive and maintain all other required local, state and federal <br /> permits. <br /> 1 <br />
