The following comments are submitted for your consideration. <br /> This proposed quarry expansion and concrete batch plant are located immediately <br /> across Buckeye Road from an existing residential subdivision in the Town of <br /> Blooming Grove, and in close proximity to the southern portions of the Richmond <br /> Hills residential development in the City of Madison. The Planning Unit has <br /> received several phone inquiries regarding this proposed expansion and batch plant <br /> from both City and township residents living in these areas. In all cases, the <br /> residents were concerned about the potential effects that dust, noise, visual impacts, <br /> and heavy truck traffic related to these operations might have on their neighborhood. <br /> Callers were encouraged to communicate their concerns to Town officials and to the <br /> Zoning and Natural Resources Committee, but we are also passing their comments to <br /> our department along to you, for your information. <br /> Because of the close proximity of residential uses, the Planning Unit considers the <br /> proposed quarry and batch plant location to be marginal, at best. Staff is concerned <br /> • <br /> by the potential negative impacts of blasting, machinery noise, and dust from <br /> operations on the enjoyment of residential properties north of Buckeye Road. Truck <br /> traffic to and from the site may also contribute to traffic hazards, as well as create a <br /> potential for dust, dirt and debris falling from or being tracked onto the highway by <br /> vehicles leaving the site. If this quarry and/or cement batching operation are <br /> approved, the Planning Unit recommends that appropriate conditions be placed upon <br /> the operations to protect surrounding properties from these undesirable impacts. <br />
