In addition, a significant portion of the proposed quarry site comprises a wooded drumlin and an area of wetlands identified as the Blooming Grove Study Area in the 1991 Dane County Greenspace Plan, although it appears that not much progress has been made to date to study this area further or to define an open space proposal more thoroughly. The DCRPC Environmental Corridor maps and the Wisconsin Wetland Inventory maps both also indicate wetlands just east of the drumlin. In the City's experience, field delineation of wetlands usually determines them to be more, rather than less, extensive than shown in the Inventory. Because of the existing quarry operation and the desire to preserve the drumlin and wetlands, the City of Madison Cottage Grove Neighborhood Development Plan(1992) recommended.open space uses, rather than more-intensive development, on the lands located generally south of CTH AB, although it is recognized that some limited development on the higher ground along the highway already exists. The Planning Unit continues to consider this drumlin and the adjacent wetland areas worthy of consideration for long-term open space uses---perhaps as part of the more extensive open space corridor following the Door Creek valley recommended in both City and regional plans. We further recommend, therefore, that quarrying activity not be expanded into the portion of the site where the drumlin and wetlands are located; and that, if approved, appropriate conditions be placed on the quarry and cement batching activities to ensure that wetland and open space values are not degraded.
