PLANNING &DEVEty hitNT <br /> • ZONi dG DIVISION <br /> Mead & Hunt, Inc., has completed its review of Mr. Wade Cattell's req con 3tional use <br /> permit (CUP) for mineral extraction and to open a concrete mix plant at his property located at <br /> 4235 CTH AB. It is our understanding that at this time Mr. Cattell has withdrawn his CUP <br /> request with the intention to resubmit after revising his development plans. As part of our review <br /> of this proposal for the Town of Blooming Grove, we conducted a site survey on November 13, <br /> 1998. We examined the CUP application dated September 21, 1998, and the Phase One <br /> Environmental Site Assessment conducted by Liesch Environmental Services, Inc., dated August <br /> 1995. <br /> Site Survey <br /> On November 13, 1998, we reviewed the proposed project site to ascertain its environmental <br /> features and determine protective or mitigative measures which might be required of the owner if <br /> the proposed surface mine is developed. The owner proposes to mine the northern half of a <br /> glacial drumlin or elongated hill for its gravel, sand and cobble. The drumlin runs along the <br /> western edge of a large, drained and farmed marsh that occupies the bottom of a former glacial <br /> lake plain. <br /> The glacial drumlin is covered by a young oak-hickory forest containing a number of mature, red <br /> and white oaks that appear to have grown up under open, grazed conditions. Other common <br /> trees include black cherry, ironwood and hackberry. On the slopes and southern half of the <br /> drumlin, there is a thick growth of weedy shrubs, chiefly buckthorn and honeysuckle, which has <br /> shaded out the ground-layer vegetation and contributed to soil instability on the north end of the <br /> drumlin. This end appears to have been disturbed by the previous grading or mining activities and <br /> has two separate areas of slump-block erosion along a gully up to three feet deep draining east <br /> into the adjacent marsh and road drains. There is also a shallow pool in a clear area in the north <br /> end that is intermittently flooded and does not appear to meet jurisdictional wetland criteria. <br /> The marsh is no longer farmed and supports wetland vegetation, chiefly cattails, reed canary <br /> grass, nettles and marsh aster.
