COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 16. 7374 Mishpacha LLC (Ronald Trachtenberg,agent— attorney),Verona 19 &30 <br /> A-1EX to RH-1 <br /> Monson Construction is the contract purchaser of two A-1EX parcels located on the West side of an <br /> easement with access to Sugar River Road. Monson Construction wishes to provide a SFR building <br /> site on each of these two parcels--specifically, a 2.00 acre area on a 38.35 acre parcel and a 1.99 acre <br /> area on a 38.00 acre parcel. Trachtenberg states that the two acre sites are"substantially all wooded. <br /> The balance of the land... is a mix of woods and farm land(presently in com)...[which] would be left as <br /> is." <br /> Note: Mishpacha LLC is the owner of record of these two parcels and two more 38+-acre <br /> A-1EX parcels on the East side of the easement road <br /> Soils: 50%Clas III, 50%Class IV <br /> REGIONAL PLANNING <br /> Petition 7374. These two proposed nonfarm residential rezoning parcels appear to meet the policy <br /> criteria of the adopted town/county plan in the Town of Verona. This is an agricultural preservation <br /> area where adopted policy is: <br /> Non farm residential development by certified survey in those areas with soils not <br /> classed as prime farmland at a density of one lot per 35 contiguous acres owned, <br /> with a minimum lot size of two acres will be considered for rezoning." <br /> These sites not on soils classified as prime farmland and there are certified survey maps(CSM). <br /> However,the CSMs are for Lot 1, 39.48 acres, and Lot 2, 39.48 acres. The proposed rezone areas <br /> (RH-1)are two acres each. Because these CSM parcels are larger than 35 acres,there is no specific <br /> ordinance requirement for public road frontage. <br /> The proposed private access road comes from Sugar River Road and goes through nearly one-half mile <br /> of cornfield to reach the proposed residential sites. While the sites appear to meet the criteria,the <br /> access drive and large parcels raise questions about meeting the adopted objectives: <br /> To preserve the productive agricultural lands for long-term farm use." <br /> To protect farm operations from conflict with incompatible uses." <br /> There appears to be a need for more clear policies to achieve these objectives. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
