Summary of issues and findings <br /> The proposal would convert the mobile home park on the property from seasonal to year- <br /> round use The original concerns that prompted the imposition of seasonal restrictions on <br /> the property do not appear to have been addressed. In addition,this action appears to be <br /> inconsistent with the County Parks and Open Space Plan and may have impacts on the <br /> cold water fishery of Fish Lake. <br /> B. Suggestions for conditional approval <br /> If the Zoning and Natural Resources Committee wishes to approve this request it may <br /> wish to consider conditions to limit the action's potential environmental impact. Some <br /> suggestions for consideration follow: <br /> 1. Retain current deed restrictions limiting the use of the parcel to a mobile home park <br /> and the number of mobile homes to 100. <br /> 2. Set reasonable restrictions on the number of piers or lake accesses permitted. DNR <br /> guidelines suggest one pier per each 100 feet of lake frontage. <br /> 3. Require that a thirty-five foot buffer of native vegetation be restored and maintained <br /> along the shoreline to conform to s. 11.04 of the County Shoreland Zoning ordinance. <br /> 4. Require the landowner to improve and maintain roads as necessary to accommodate <br /> snowplowing and septic pumping equipment under winter conditions. <br /> 5. Set reasonable limits on the amount of the parcel to be converted to an impervious <br /> surface and/or require effective,permanent stormwater/runoff management practices <br /> consistent with state or county guidelines. <br /> Staff is willing to draft specific conditions to address these issues at the direction of the <br /> Committee. <br />
