OXLEY BRYNELSON,LLP <br /> Attorneys Since 1885 <br /> in with Town and county involvement in 1980-81. It was built to Town specifications,and has been <br /> maintained to Town satisfaction. Police, fire, ambulance, refuse vehicles have had 18 years of <br /> unimpeded service on this road. <br /> We had one "incident" in 18 years. An extremely icy rain fell on the whole area. Cars, <br /> trucks,buses, etc.,were affected all over a five-county area. A school bus could not travel Hidden <br /> Valley Road because of the ice. <br /> Prior to that event, we had made no arrangement for salting the road. Since that event, we <br /> have. In fact, we have an agreement with the Town for salting as required. The Town and Road <br /> Owners Association are quite happy with that arrangement and the road generally. <br /> Attached as Exhibit I is a letter from the Cross Plains Fire Department indicating <br /> complete satisfaction with the road,and no objection to adding an RH-3 parcel at the end of the road. <br /> In fact, the local fire department actually uses our road for rural fire training. <br /> Attached as Exhibit J is a letter from the Director of the Cross Plains EMS (and an 18- <br /> year veteran of police work). He also believes the road adequate for "authorized emergency <br /> vehicles"(which by law includes police, fire, and ambulance vehicles). See ch. 340, Wis. Stats. <br /> See also,Exhibit B re:use by log trucks, 120'crane,service trucks,etc.,and Exhibit E,buses, <br /> fire engines, garbage trucks,plumbers, use the road without problem. <br /> This private road predates the Model Private Road Agreement approved by ZNR and staff. <br /> LirHowever, it has served the Town and the neighbors well. There is no basis for denying a rezone, <br /> -12- <br />
