3. That the establishment of the conditional use will not impede the normal and orderly <br /> development and improvement of the surrounding property for uses permitted in the district. <br /> • The proposed use of this property as a pumping station is similar to the existing <br /> surrounding use. ATC's distribution sub-station is on the property and Enbridge's <br /> existing pump station is on the property. The neighboring properties are agricultural in <br /> character and there are no known non-agricultural developments or improvements <br /> planned for the neighboring properties. Compatibility of Enbridge's proposed pump <br /> stations with the neighboring agricultural uses has been demonstrated based on the <br /> nearly 50years that Enbridge has had an existing pump station at this site. <br /> 4. That adequate utilities, access roads, drainage and other necessary site improvements have <br /> been or are being made. <br /> • There are currently adequate utilities and access roads to the site. No improvements are <br /> planned to the access point onto Cherry Lane. Electricity for the pump station will be <br /> provided from the existing WEPCO substation located on the property. WEPCO has <br /> stated that the facility has sufficient excess capacity to meet the needs of the pump <br /> station. <br /> • A drainage and stormwater management plan has been developed for the site.This plan <br /> addresses required stormwater management improvements to the property. These <br /> improvements include drainage swales,vegetated buffer zones, containment berms and <br /> a stormwater management pond. This stormwater management plans was approved by <br /> Dane County and Wisconsin Department of Natural Resources previously. Copies of <br /> permits from both entities have been included with this application. <br /> 5. Adequate measures have been or will be taken to provide ingress and egress so designed as to <br /> minimize traffic congestion in the public streets. <br /> • The proposed pump station is located on a rural road that is not currently subject to <br /> congestion on a regular basis. The site has been designed to utilize the existing road <br /> entrance. The pump station is located over 600 feet off Cherry Road.Therefore,there is <br /> sufficient parking area to ensure that no construction vehicles will impede traffic on the <br /> public road. <br />
