NEPA COMPLIANCE REPORT <br /> SECTION 1: PROJECT DESCRIPTION <br /> Entity Submitting Request: Magnum Communications, Inc. <br /> Property Address: 3768 Old Stage Road Oregon,WI 53575 <br /> T-R-S:S'h of the NE 1/4 of Section 34,TO5N,R1OE <br /> Further Description: <br /> The proposed project will consist of the construction of a 488-foot guyed tower on the <br /> Stoughton Farms property near 3768 Old Stage Road in the Town of Rutland, Dane <br /> County,Wisconsin. The proposed tower site shall be located in an unfilled,fallow field. A <br /> fenced,20-foot by 20-foot gravel compound will be constructed at the base of the tower. <br /> A proposed maintained grass drive will provide access to the site,connecting the <br /> compound with Old Stage Road to the north. This NEPA covers the entire proposed <br /> 673,947 square foot parcel,the access drive and easements,and associated areas of <br /> ground disturbance as shown in the Figure 3 Site Plans and as was included as part of the <br /> Archaeological Survey. <br /> In October2073,the project was reactivated,and supplemental correspondence with the FWS <br /> and DNR was completed to ensure the NEPA was still valid. <br /> SECTION 2: COMPLIANCE ITEMS <br /> FCC regulations(47 CFR 1.1307)dictate that an environmental assessment must be <br /> prepared for any site that meets one of the following conditions: <br /> 2.1) Facilities located in an officially designated wilderness area <br /> 2.2)Facilities located in a designated wilderness preserve <br /> 2.3)Facilities which may affect threatened or endangered species or designated <br /> critical habitats;or are likely to jeopardize the continued existence of any <br /> proposed endangered or threatened species or likely to result in the destruction or <br /> adverse modification of proposed critical habitats,as determined by the <br /> Secretary of the Interior pursuant to the Endangered Species Act of 1973 <br /> 2.4)Facilities that may affect districts,sites,buildings,structures,or objects significant in <br /> American history,architecture,archaeology,engineering,or culture,that are <br /> listed,or are eligible for listing in the National Register of Historic Places <br /> 2.5)Facilities that may affect Indian religious sites <br /> 2.6)Facilities located in a flood plain <br /> 2.7)Facilities that involve a significant change in surface features <br /> 2.8)Antenna towers equipped with high intensity white lights that are located in a <br /> residential neighborhood <br /> 2.9)Facilities that may result in human exposure to radiofrequency radiation in excess <br /> of the applicable safety standards specified in §1.1307(b) <br /> The following is a summary of actions completed by Edge Consulting to ensure that <br /> the tower/antenna facility proposed by Magnum Communications,Inc. will not <br /> impact any of these FCC and NEPA items.
