Based on this and FCC guidelines,the 100-year floodplain <br /> (one percent chance of flooding in a given year)was utilized for screening of this NEPA <br /> item. To identify the potential for the facility to be located in a floodplain, Edge <br /> Consulting took the following steps: <br /> 1.) Edge Consulting reviewed the site survey prepared for the proposed lease site. <br /> The survey stated that the proposed lease site was not located within a floodplain. <br /> 2.) Edge Consulting reviewed USGS topographic map,and other physical setting <br /> sources,to determine if the subject property is located adjacent to a navigable <br /> waterway(may indicate the potential to be located within a floodplain). This <br /> review did not reveal any navigable waterways in the vicinity of the proposed <br /> lease site. <br /> 3.) Edge Consulting reviewed site conditions and did not note anything that would <br /> indicate that the area had been flooded,or was prone to flooding. <br /> 4.) Edge Consulting reviewed the appropriate FEMA Flood Insurance Rate Map for <br /> the proposed tower site(550077, Panel 785 of 850). This FEMA map did not <br /> indicate the subject site was located within a floodplain. <br /> It is the opinion of Edge Consulting that this project is not located within a floodplain. <br /> 2.7 FACILITIES THAT INVOLVE A SIGNIFICANT CHANGE IN SURFACE FEATURES <br /> To identify the potential for the facility to involve a significant change in surface features, <br /> Edge Consulting took the following steps: <br /> 1.) Edge Consulting reviewed site conditions for the potential for impacts to wetland <br /> bodies,large areas of forested land,etc. <br /> 2.) Edge Consulting reviewed wetland information from the Wisconsin DNR Surface <br /> Water online GIS data viewer. No wetland areas are depicted on the subject <br /> property or in the immediate vicinity of the proposed tower site. <br /> 3.) Edge Consulting reviewed the proposed project for the significance of fill and <br /> cutting required compared to the natural landscape. <br /> It is the opinion of Edge Consulting that this project does not involve a significant change <br /> in surface features. <br /> 2.8 ANTENNA TOWERS EQUIPPED WITH HIGH INTENSITY WHITE LIGHTS THAT ARE LOCATED IN A <br /> RESIDENTIAL NEIGHBORHOOD. <br /> Edge Consulting asked the project owner if the site would involve high intensity white <br /> lights located within a residential neighborhood. The project owner indicated that it <br /> would not. <br /> 2.9 FACILITIES THAT MAY RESULT IN HUMAN EXPOSURE TO RADIOFREQUENCY RADIATION IN <br /> EXCESS OF THE APPLICABLE SAFETY STANDARDS SPECIFIED IN§1.1307(B) <br /> It is the responsibility of Magnum Communications,Inc.to ensure that the proposed <br /> communications site will comply with appropriate radiation safety standards. <br /> 5080 NEPA-Update -6- <br />
