COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 12. 7370 John,Dennis,&Vernon Halverson,Black Earth 25 <br /> A-1EX to RH-4 <br /> This is a re-application of Pet 7069, which is void because no CSM or Deed Restriction was recorded. <br /> 7069 would have created(3)RH-4 parcels of about 19 acres each. The ZNR Committee approved <br /> 7069 with a Deed Restriction"prohibit[ing]further development on the balance of the applicants <br /> land..." <br /> Now the Halversons are asking to create only 2 parcels. The N'ly 37+-acre parcel would <br /> include one home site,and would be sold to an unrelated party. The Sly 18+-acres would include one <br /> home site, and is intended to be combined later with an 18.3 acre parcel directly to the South, which <br /> has been approved for rezoning to RH-4 pending a CSM(Pet 7317,Turk). This will provide access to <br /> Kahl Road. The resulting 36.3 acre parcel would be sold to an unrelated party. Halverson described <br /> this land as unsuitable for farming,"either pasture area or woodland." <br /> Soils: 15% Class III, 35%Class N, 50%Class V-VIII <br /> Uses: 30%Pasture, 70%Woodland <br /> Note: An intermittent stream tributary to Black Earth Creek flows N to S near E PL's of these two <br /> parcels. <br /> REGIONAL PLANNING <br /> Petition 7370. This same site was reviewed and discussed as Petition 7069(Public Hearing 11/25/97). <br /> Since these large residential parcels are hills covered with woodlands,farmland preservation was not <br /> the primary issue. <br /> The issue which generated extensive discussion was access. This site does not have public road access, <br /> thus access must be provided by private road easement <br /> This proposal is slightly different in Petition 7370,with two parcels requested,not three. The northerly <br /> 37+acre parcel would be sold to an unrelated party. We note that this parcel would still have to be <br /> served by an easement. <br /> The southerly 18+acre parcel is proposed to be combined with an 18-acre parcel to the south, which <br /> was recently rezoned RH-4 (Petition 7317,Turk,by County Board action of september 3, 1998.It is <br /> currently pending CSM approval and is not shown on the zoning map. <br /> If this is approved,several conditions need to be considered: <br /> Adequate private road easement to assure safe access to the northern parcel. <br /> Provision for combining the two 18-acre parcels. <br /> Since both of the resulting parcels would be approximately 36 acres and since the RH- <br /> 4 zoning district has a minimum lot size of 16 acres,there needs to be a condition that <br /> no more than one residential building be allowed on either one of these parcels. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
