Written Statement for Highland Management Corp.Rezoning and CUP Application <br /> A. Existing Uses of the Property. <br /> The approximately 37 acres(the"Property")to be rezoned and for which a conditional use permit <br /> ("CUP")is sought is owned by Highland Management Corporation("Highland")and is currently zoned A-1 <br /> Exclusive. The Property consists of mainly cropland but approximately 6 acres are wooded. The area of <br /> the Property that is able to be farmed is leased by Highland to a third party for farming of corn. <br /> B. Existing Uses of all the Neighboring Properties. <br /> To the North: <br /> The lands along the entire North border of the Property are owned by Marks Farms,Ltd. and used <br /> for agricultural purposes. <br /> To the East: <br /> The parcel to the east of the Property(approximately 20 acres)is also owned by Highland and is the <br /> location of Highland Memory Gardens Cemetery (the "Cemetery"). This parcel is zoned A-2, with a <br /> conditional use permit for cemetery purposes. A cemetery has been located on this parcel since 1966. The <br /> Cemetery is in compliance with all applicable zoning codes and ordinances and currently contains the <br /> following improvements: office building; chapel; mausoleums; columbarium; lawn crypts; storage shed; <br /> walkways; and blacktop roadways and parking areas. The landscaping in and around the Cemetery is <br /> extensive. Development of this Highland parcel for cemetery purposes is nearing completion and all of the <br /> land that Highland intends to be used for burial space has been platted as such. <br /> To the South: <br /> The Property is bordered on the South by County Highway BB, and two lots owned by Loren <br /> Enerson and Gary Morgan, respectively. These lots contain single family residences. Across County <br /> Highway BB from the Property is another farm. <br /> To the West: <br /> The lands directly to the west of the Property are owned by Ronald and Gertrude Hermsmeier are <br /> used for agricultural purposes. <br /> C. Proposed Uses of the Property. <br /> Highland is seeking the rezoning and CUP for the Property to accommodate both the immediate and <br /> long-term needs of the Cemetery. Specifically, Highland intends to use approximately one acre in the <br /> northeast corner of the Property for a storage area for the Cemetery,primarily soil and burial vaults, and as <br /> the site for a much-needed maintenance building for the Cemetery. The building will be approximately 40 <br /> feet by 70 feet and will be used for storage and maintenance of cemetery equipment. <br /> In addition,Highland is in the preliminary planning stages for construction of a mausoleum on that <br /> part of the Property abutting County Highway BB(perhaps as early as next year). Construction plans would <br /> include appropriate roadways,parking and landscaping. <br /> QBMAD\169074.1 <br />
