COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> • <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 1. 7293 John&Julia Bailey(J. Timothy Lovett, agent), Sun Prairie 32 <br /> RH-1 to C-1 <br /> Rezone a 70'x112' area(0.18 acres)to allow a"small machine shop [operated] solely by ourselves. <br /> No employees." The Bailey's would acquire an easement to share the driveway of an existing <br /> business located on C-2 zoned land immediately West of their property. They would build a new shop <br /> building(and eliminate an existing shed.) The remainder of the Bailey's parcel,on which their home is <br /> located,would continue as RH-1 (2.0 acres.) <br /> Note: This parcel may lie within the Protection Area for the Village of Cottage Grove Wellhead. <br /> REGIONAL PLANNING <br /> Petition 7293. This proposed machine shop business is within the Unsewered Development District of <br /> the adopted town/county plan in the Town of Sun Prairie. The relevant policy is: <br /> "Commercial Development <br /> Purpose: To encourage the location of commercial uses which will provide <br /> goods and services to the area in a convenient, safe and attractive <br /> manner. <br /> Policies:To prevent strip commercial development along roadways; <br /> To provide for commercial development that is compatible with <br /> adjacent land uses; • <br /> To plan commercial development at convenient highway- <br /> oriented locations. <br /> To zone only that portion of land necessary for the <br /> contemplated use when rezoning is required." <br /> Staff Comment: <br /> - This is clearly not strip commercial since it is at the back of a rural residential lot, with access <br /> proposed through the commercially zoned area to the west. <br /> - There is judgment involved in determining whether this is a compatible land use. The site being <br /> rezoned is on a rural residential lot,with the owner's house on-site. <br /> There are single family homes and duplexes to the north and east. The lot to the south is vacant, <br /> but clearly zoned for residential use. <br /> The large area to the west is zoned C-2 Commercial which permits many intensive commercial <br /> and industrial uses. There are existing mini-warehouses immediately to the west and a <br /> communication tower to the southwest. <br /> Thus,this proposed machine shop is encroaching into a residential area,but is adjacent to a <br /> commercially zoned area with existing commercial uses. <br />
