The Town Board recently received RPC <br /> staff comments, which they would like to respond to. Enclosed is a copy of those <br /> staff comments as well. The committee will note that these quotations are taken from the <br /> Agricultural Preservation District section of the Towns' land use plan. Though the <br /> property in question is zoned A-lEx., it is a grandfathered, non-conforming parcel, which <br /> obviously is not productive agriculturally. Our land use plan states in its' introduction <br /> that it is " not an ordinance, but rather, a policy tool ". When this plan was put into force <br /> it was meant to be a guideline, with each request being evaluated and judged as to the best <br /> use of the land here in Springfield. Not every situation will be easily categorized. This <br /> application would probably be better suited to the following section of the land use plan <br /> 6. Development criteria for non-farm residential development are as follows: <br /> a. A minimum lot size of 1 acre. <br /> The RPC comments also refer to #7, saying that"divisions" of substandard lots are not <br /> allowed. We choose to differ, as no where in that statement does it state divisions are <br /> not allowed. It only states that those lots are simply permitted to continue. <br /> We also understand that there was concern that the new home site would be <br /> within 200 feet of the Waunakee Marsh and that wouldn't be allowed. <br /> Your committee (and ultimately County approval)just granted a rezone for two new homes <br /> adjacent to the property in question(Petition#7067, Karls) within the last few months. <br />
