The eastern two-thirds of the proposed RH-2 Lot(Petition# 7262) consists of rocky slopes of <br /> 25%or more,while the balance has Basco (BaD2) silt clay loam soils. Basco soils pose very <br /> severe restrictions on septic installations due to the slow permeability of their sublayer. Such <br /> soils also pose severe restrictions on dwelling construction due to their erodible nature, low <br /> bearing capacity and tendency to shrink and swell. There appears to be an old field road serving <br /> this portion of the property,but it is not known how much work would be needed to make this a <br /> serviceable driveway. Field verification by a Certified Soil Tester and a qualified engineer may <br /> be necessary to determine if this site is suitable for residential use. <br /> E. Public, Local Government,And Agency Input <br /> Town Board Action <br /> As of this writing,the Town of Vermont had not submitted a Town Action Report. However, <br /> conversations with the Town Clerk indicate that at its June meeting,the Town Board <br /> recommended approval of Petition#7262 with no conditions. The Clerk stated that the applicant <br /> had provided a satisfactory engineering analysis of the proposed driveway, but did not know if a <br /> suitable area for a septic system had been identified. <br /> For Petition#7263 /CUP 1505,the Town Clerk indicated that the Town Board is willing to <br /> recommend approval for the two southern lots, but still has concerns about the 14-acre proposed <br /> RE-1 lot. The Town will recommend that CUP #1505 have the same conditions as the earlier <br /> CUP (#682) currently in effect on the balance of the ski hill. <br /> Other County Agency Comments: <br /> As of this writing,no other county agency had commented on this proposal. <br /> III. CONCLUSIONS <br /> A. Summary of major findings: <br /> Petition 7262: <br /> The Dane County Farmland Preservation Plan and Section 91.77 of the Wisconsin Statutes <br /> prohibits the county from rezoning land out of the A-1(ex) exclusive agricultural district that is <br /> not suitable for the proposed use. The soils and slopes on this property raise some concerns and <br /> there is currently insufficient information available to determine if the proposed 5-acre lot is <br /> suitable for residential development. <br /> At a minimum,the following additional information would be needed: <br /> • a sufficiently detailed site plan; <br /> • a certified soil test to determine suitability for an onsite wastewater treatment system; <br /> • an erosion control plan that addresses both construction site and ongoing stability, <br /> sedimentation and erosion concerns, and; <br /> • an engineering appraisal of the feasibility of constructing a home and driveway in this <br /> location. <br /> 4 <br />
