DANE COUNTY PLANNING AND DEVELOPMENT DEPARTMENT <br /> STAFF REPORT <br /> Petition 7835 (Laufenberg)—see also Pet. 7266 Public Hearing Date: 4/25/2000 <br /> Town of Blue Mounds Date of this report: 4/20/2000 <br /> I. BACKGROUND <br /> A. Request <br /> Randy Laufenberg seeks to rezone 2 acres from the A-1(exclusive) zoning district to the RH-1 <br /> zoning district for a single family home. <br /> B. History/Past Actions <br /> Mr. Laufenberg owns property on the opposite side of Highway 78 that is the subject of Petition <br /> 7266, currently pending before the ZNR. See discussion under town plan compliance below. <br /> C. Site/Locational Information <br /> The property is in Section 1 of the Town of Blue Mounds, with frontage on the east side of State <br /> Highway 78. The property is in a rural area, approximately half a mile north of the Village of <br /> Blue Mounds. <br /> II. ANALYSIS <br /> A. Compliance with Adopted Plans <br /> The property is in an Agricultural Preservation Area identified in the Town of Blue Mounds Land <br /> Use Plan/Dane County Farmland Preservation Plan (last amended 9/8/98). Within such areas, <br /> the town has adopted the following policy: <br /> "Lands in the Agricultural Preservation District shall not be rezoned for non farm residential <br /> development, except as indicated below: <br /> 1. The owner of a parcel or contiguous parcels totalling more than 35 acres may create one <br /> lot for each 35 acres owned on June 30, 1980. The total number of lots allowed is determined by <br /> dividing the total contiguous acreage on June 30, 1980 by 35, then subtracting the number of <br /> lots created since June 30, 1980. <br /> 2. Where the calculation above results in a whole number plus a fraction equal to or <br /> greater than 18/35ths, the owner may create one additional lot. " <br /> Based on historical records, the properties on either side of State Highway 78 were under <br /> separate ownership in 1980. Since density caps in the town plan apply to ownership as of the <br /> date of adoption of A-1(exclusive) zoning, these are treated as separate farms, even though Mr. <br /> Laufenberg has since purchased both properties. <br /> Attached are two density studies, a corrected report for Petition 7266 and a new report for <br /> Petition 7835. <br /> 1 <br />
