COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> Petition 7270 Bradt Farms,Inc.,Cottage Grove 8 & 17-A-1 EX,LC-1,and R-1 to RE-1,B-1,and A-2 <br /> Bradt Farms currently owns and operates Door Creek Golf Course. They would like to open a new 9-hole <br /> course with clubhouse on this 105 acre property North of Vilas Road. There is currently a 0.7 acre area <br /> zoned R-1 which has a house on it(Pet. #3877 implementing the Town of Cottage Grove Land Use Plan, <br /> effective 1987)and a 0.6 acre area zoned LC-1 (Pet. #2071,effective 1978 —use unknown,probably <br /> defunct)—both areas are located close to Vilas Road.A barn and two other outbuildings are located close <br /> to the house. The house and barn would be included in the proposed 3 acre B-1 zoned area for the <br /> clubhouse;the two other outbuildings would be removed to provide for parking space.The proposed RE-1 <br /> golf course parcel would be 73.4 acres. <br /> As per a phone call to Jim Bradt 06/09/1998,the owners are not sure at this time whether the existing <br /> house would be used for residential purposes—e.g.,caretaker residence. It was explained that a SFR is <br /> not a Permitted or Conditional Use in B-1. He may choose to amend the zoning for this area to C-1 at the <br /> P.H.,but should discuss it with the Town first. CUP's which might be needed in the B-1 and/or RE-1 <br /> districts wer also discussed,including recreational uses lighted at night—driving range?—and sales of <br /> alcoholic beverages by the drink—refreshment cart? Bradt Farms is aware of these,but does not choose to <br /> pursue them at this time. The remaining 26.8 acres along the West side of the golf course would be <br /> rezoned to A-2 to provide a buffer for the Meadow Grove subdivisions. <br /> Note:Intermittent streams tributary to Door Creek and associated Wetlands are located in the Northeast <br /> portion and flow S along the East PL of the proposed RE-1 area. Bradt Farms started"some minor <br /> grading"without obtaining a Special Exception Permit,Wetlands Permit,or Erosion Control Permit. A <br /> Stop Work Order was issued by Dane County Zoning Division. Bradt Farms subsequently applied for SEP <br /> #2921,which was granted by the BOA with Conditions on 04/23/1998. Bradt Farms is also working with <br /> the WDNR and the US Army Corps of Engineers to ensure compliance with all Shoreland and Wetland <br /> regulations. <br /> Note:These parcels may be in the Wellhead Protection area for the Village of Cottage Grove well. <br /> Soils: 70%Class I-II, 15%Class III, 15%Class IV <br /> Uses: 55%Cropland, 25%Pasture, 10%Woods, 10%Other(house and buildings) <br /> REGIONAL PLANNING • <br /> Petition 7270. This partially constructed golf course is in an agricultural preservation area of the Town <br /> of Cottage Grove where the following town/county policy applies" <br /> "Plan Area Standards—Commercial Recreation: The Town Plan Committee and town Board <br /> will carefully review any proposed commercial recreation activity. This recognizes that there <br /> may be requests for land-extensive activities in agricultural areas for uses such as golf <br /> courses, campgrounds, horse-boarding stables, horse-riding stables (rental of horses)and <br /> other such uses requiring rezoning. <br /> Applicants will be required to submit a site plan of their proposal as well as a written report <br /> addressing the concerns noted below. <br /> Such uses may be allowed if limited to: <br /> a. Those areas having less productive farmland. <br /> b. Those areas with minimal impact on farming operations. <br /> c. Those uses with minimal construction development, thus allowing future reuse as farmland. <br /> d. Those uses and locations having a minimal effect on existing nearby uses. <br />
