• <br /> The site is currently in agricultural use, 'th a farmstead on the south side. The property is <br /> bordered on the north, east and south by pasture, woodland and a few scattered rural residences. <br /> The Meadow Grove subdivision border the property to the west(see map, attached). <br /> D. Other approvals required <br /> A certified survey map must be approve, before any rezoning becomes effective. A Special <br /> Exception Permit from the County Boar, of Adjustments and a Chapter 30 Permit from the <br /> Wisconsin Department of Natural Reso ces (applications on both are pending) will be necessary <br /> before filling or grading of the site can e place. Conditional Use Permits would also be <br /> necessary for any night-time operation o alcoholic beverage service as part of the golf course <br /> operation. <br /> II. ANALYSIS <br /> A. Corn liance with Plans/Ordinan•es <br /> County Zoning Ordinance (Chapter 10). <br /> The proposed RE-1 district would allow unlighted golf courses intended for daytime operation as <br /> a permitted use. B-1 zoning proposed for the club house would allow unspecified"retail sales" <br /> and"private clubs and organizations,"b t would also allow a number of other uses, including <br /> banks, offices and medical clinics,that ay be inappropriate for the area. B-1 zoning would also <br /> preclude single family residences;the applicant has indicated they may wish to amend the <br /> petition to C-1 to accommodate the exis ping house. The applicant also proposes rezoning a 27- <br /> acre parcel to A-2 for use as a"prairie b i ffer"between the golf course and adjacent residential <br /> development to the west. A-2 zoning, u less deed restricted,would permit uses, such as single <br /> family residences and accessory buildin;.s which would seem inconsistent with the proposed use. <br /> CO-1 (Conservancy) zoning would be ore appropriate. <br /> County Shoreland Zoning Ordinance (C apter 11) <br /> The site plan shows proposed greens an, fairways within 20 feet of both forks of the stream. <br /> Section 11.04(2)of the Dane County Sh Ireland Ordinance prohibits "tree and shrubbery cutting" <br /> and requires preservation of"natural s bbery as far as practicable"within 35 feet of the <br /> ordinary highwater mark of any navigab e water body. While the terms"trees and shrubbery" are <br /> somewhat imprecise,the intent of the or,inance is to maintain a 35-foot wide buffer of <br /> undisturbed natural vegetation on either side of navigable streams. Such buffers reduce erosion, <br /> siltation and nutrient loading into public waters, and can provide valuable habitat for aquatic and <br /> shoreline species. Manicured turf grass pically associated with golf fairways perform these <br /> functions much less well than natural ve:etation does, and require relatively high levels of <br /> fertilizers and pesticides to maintain. E emptions from shoreland cutting restrictions for <br /> agricultural drainages would not apply o ce the land is converted from agricultural use. <br /> 2 <br />
