DANE COUNTY DEPARTMENT 0 PLANNING AND DEVELOPMENT <br /> STAFF REPORT <br /> PETITION# 7270 (Bradt Farms,Inc.I Public Hearing Date: 6/23/98 <br /> I. BACKGROUND <br /> A. Current Petition: <br /> Bradt Farms, Inc. is petitioning to rezon, 73 acres of land in the Town of Cottage Grove from <br /> A-1 (Exclusive Agricultural)to RE-1 (' -creational) for a nine-hole golf course on the property. <br /> Another 3-acre parcel would be rezoned from R-1 (Residential) and A-1(ex)to B-1 to allow for <br /> the proposed clubhouse. <br /> B. History/Past Actions: <br /> Petition#2071 rezoned 0.6 acres on the property to LC-1 in 1978, and Petition# 3877 rezoned <br /> 0.7 acres to R-1 when the Town Plan w.. amended in 1987. See Zoning Division staff <br /> comments on page two of the Composite Report for further details. <br /> On January 13, 1998,the Zoning Divisi s n issued a Stop Work Order and a Notice of Violation <br /> on the Bradt Farms property for grading and filling in a shoreland area without a special <br /> exception permit as required by Section I 1.05(3)(a) of the Dane County Shoreland Zoning <br /> Ordinance. The County Department of and Conservation approved an Erosion Control Plan <br /> (#367)for the proposed grading on Marsh 20, 1998. The Board of Adjustments approved <br /> Special Exception Permit#2921 on Ap 123, 1998 with the condition that all work be completed <br /> by August 15, 1998. Bradt Farms curre tly has a pending request to extend that deadline. The <br /> violation file will remain open until all c e nditions of the Special Exception Permit are met. <br /> Because the graded area exceeded 10,001 square feet in area, a fill and grading permit was also <br /> required by the DNR under Sections 30. 9 and 30.123 of the Wisconsin Statutes. Conversations <br /> with Chris DeRemer of DNR South Cen ral Region indicate that the appropriate Chapter 30 <br /> permits will likely be approved within o weeks. <br /> C. Site/Locational Information <br /> The property is in a rural area in the no west quarter of the northeast quarter of Section 17 and <br /> the southwest quarter of the southeast q arter of Section 8, in the Town of Cottage Grove. The <br /> property has a total of approximately 2,100 feet of frontage on the north side of Vilas Road. The <br /> site is a quarter-mile west of the Village •f Cottage Grove, and falls within the Village's extra- <br /> territorial zoning jurisdiction. <br /> 1 <br />
